<br />May 26. 2009 <br /> <br />Background: <br />. The American Recovery and Reinvestment Act (ARRA) was signed into law by <br />the President on February 17, 2009. One of the major provisions of the ARRA is the <br />creation of a summer work experience program for in-school and out-of-school youth <br />between the ages of 14 and 24 years, who also meet the eligibility requirements set <br />forth under the Workforce Investment Act (WIA). <br />. Opportunity Inc., on behalf of the Chief Local Elected Officials of the member <br />cities and counties which comprise the consortium, and in accordance with Section <br />664.610 of the WIA Regulations, will pass an allocated share of the ARRA youth funds <br />through to each of the member jurisdictions to directly operate a summer work <br />experience program in 2009. <br /> <br />Discussion: <br />. The total allocation of Federal stimulus funding for the City of Portsmouth is <br />$303,485 to create meaningful work experience opportunities for up to 130 eligible youth <br />during the summer of 2009. <br />. The Department of Human Resource Management will administer the Summer <br />Youth Work Experience Program in partnership with other departments, schools and <br />community-based, non-profit organizations. <br /> <br />Financial Impact: <br />. This program is 100% funded through ARRA and requires no monetary match by <br />the City of Portsmouth. The City of Portsmouth will be required to compensate the <br />youth for their wages using City funds through our normal payroll process after which <br />Opportunity Inc. will reimburse 100% of the funds expended monthly for operational and <br />work readiness training costs and in accordance with a reimbursement schedule for <br />youth wages. <br /> <br />Staff Recommends: <br />. Amendment of ordinance. The City of Portsmouth will enter into a written Memorandum of Understanding <br />(MOU) with Opportunity Inc. as a sub-recipient for this purpose. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING $303,485 IN FEDERAL STIMULUS FUNDING AND <br />APPROPRIATING SAID FUNDS IN THE FY 2009-2010 ECONOMIC STIMULUS <br />FUND FOR THE 2009 SUMMER YOUTH WORK EXPERIENCE PROGRAM." <br /> <br />Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 290 - Adoption of an ordinance appropriating $7,330 for the McKinney-Vento Act <br />Homeless Assistance Incentive Funds to be used by the Department of Behavioral <br />Healthcare Services for the Program to assist in the transition from Homelessness <br />(PATH). Vision Principles: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. Incentive performance payments are based upon the number of homeless <br />persons who are enrolled or connected to mainstream services with the assistance of <br />Behavioral Healthcare Services (BHS) Homeless Case Managers. The total incentive <br />award for 2008 is $6,330. <br />. An additional award of $1,000 will be awarded to assist Behavioral Healthcare <br />Services (BHS) to purchase bus tickets andlor other items. <br />
