<br />Mav 26. 2009 <br />At a Regular Meeting of the City Council on Tuesday, May 26, 2009, there were <br />present: <br /> <br />Mayor James W. Holley III, Charles B. Whitehurst, Sr., Marlene W. Randall, Stephen E. <br />Heretick, Elizabeth M. Psi mas, Douglas L. Smith, City Manager Kenneth L. Chandler, <br />City Attorney G. Timothy Oksman. <br /> <br />Councilman Charles B. Whitehurst, Sr. opened the meeting with prayer, which <br />was followed the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, to approve the minutes <br />of a Called Meeting of May 9, 2009, of a Called Meeting of May 11, 2009, of a Called <br />Meeting of May 12, 2009, of a Regular Meeting of May 12, 2009, and of a Called <br />Meeting of May 18, 2009, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 284 - Presentations: <br /> <br />. Presentation to participants of the Mayor's Sister Cities Essay Contest. <br /> <br />. Proclamation presented to the Portsmouth Mayor's Military Affairs Committee for <br />National Military Appreciation Month. <br /> <br />. Presentation by John Maher to the City of Portsmouth of the Governor's Bicycling <br />Month Proclamation. <br /> <br />. Proclamation presented to Jeanne Larcombe for the Friends of the Portsmouth <br />Public Library Appreciation Month. <br /> <br />- Unfinished Business - <br /> <br />09 - 137 - Code amendment: <br /> <br />(c) CA-09-01 <br /> <br />CITY WIDE - The City of Portsmouth seeks to amend Chapter 40 of <br />the City Code (Zoning Ordinance) pertaining to Banners. Deferred <br />from the March 10, 2009 City Council Meeting. Vision Principle: A <br />Robust and Prospering Economy. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that CA-09-01 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />09 - 286 - Adoption of an ordinance accepting a grant in the amount of $884,000 from <br />the Virginia Department of Transportation and appropriating $3,995,000 in the FY <br />2008-2009 Capital Improvements Fund for infrastructure improvements at Victory <br />Village in Portsmouth. Vision Principle: A Robust and Prospering Economy. <br /> <br />Background: <br />. The public road serving the Tidewater Community College Campus (TCC) is <br />Freedom Ave extending from Victory Blvd to Greenwood Dr. This encompasses the <br />majority of the infrastructure supporting TCC. <br />. On October 9, 2007, City Council approved a resolution authorizing a project <br />administration agreement with the Virginia Department of Transportation for the <br />construction of Freedom Ave. <br />
