Mav 26. 2009 At a Regular Meeting of the City Council on Tuesday, May 26, 2009, there were present: Mayor James W. Holley III, Charles B. Whitehurst, Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. Councilman Charles B. Whitehurst, Sr. opened the meeting with prayer, which was followed the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, to approve the minutes of a Called Meeting of May 9, 2009, of a Called Meeting of May 11, 2009, of a Called Meeting of May 12, 2009, of a Regular Meeting of May 12, 2009, and of a Called Meeting of May 18, 2009, and was adopted by the following vote: Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None 09 - 284 - Presentations: . Presentation to participants of the Mayor's Sister Cities Essay Contest. . Proclamation presented to the Portsmouth Mayor's Military Affairs Committee for National Military Appreciation Month. . Proclamation presented to Jeanne Larcombe for the Friends of the Portsmouth Public Library Appreciation Month. - Unfinished Business - 09 - 137 - Code amendment: (c) CA-09-01 CITY WIDE - The City of Portsmouth seeks to amend Chapter 40 of the City Code (Zoning Ordinance) pertaining to Banners. The public road serving the Tidewater Community College Campus (TCC) is Freedom Ave extending from Victory Blvd to Greenwood Dr. This encompasses the majority of the infrastructure supporting TCC. .
