<br />Mav 12. 2009 <br /> <br />(c) Public hearing to consider real estate taxes and a proposed rate <br />change to take effect on July 1, 2009. <br /> <br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, asked that City Council balance <br />the budget without cutting essential services to the city. <br /> <br />2. Ron Evans, 14 Chippewa Trail, spoke in opposition to proposed increase in the real <br />estate tax rate. <br /> <br />(d) Public hearing to consider the Annual Operating Budget that <br />increases the tax rates on real property tax, cigarette tax, increases the <br />rates on certain public utility rates, various rates and fees for Permits and <br />Inspections, Engineering, Fire and includes proposed rate changes to take <br />effect on July 1, 2009. <br /> <br />1. Garland Alexander, 3400 Nelson Street, spoke in opposition to proposed real estate <br />tax rate. <br /> <br />- City Manager's Report - <br /> <br />09 - 259 - Adoption of the following ordinances recommending the proposed Operating <br />Budget for the Fiscal Year beginning July 1, 2009 and ending June 30, 2010. Vision <br />Principles: Bold New Directions, World Class Maritime Center, Thriving Neighborhoods <br />and a Sense of Community, A Robust and Prospering Economy, Lifelong Learning <br />Community, and Pride of Past Promise of Future. <br /> <br />A) Adoption of an ordinance to amend and re-enact Ordinance No. 2008-33 and to <br />impose and levy taxes for each fiscal year beginning July 1 st and ending June 30th, on <br />real estate, tangible personal property, privately-owned pleasure boats, privately-owned <br />camping trailers and motor homes, and machinery and tools within the City of <br />Portsmouth, Virginia, for the purpose of raising revenue for the support of governmental <br />operations and the Public Free Schools and to pay principal and interest on the public <br />debt. <br /> <br />B) Adoption of an ordinance to amend Chapter 35 of the Code of the City of <br />Portsmouth, Virginia (2006) by amending Section 35-272 thereof to increase the city tax <br />on cigarettes. <br /> <br />C) Adoption of an ordinance to appropriate $559,207,485 for the operation of City <br />Government during the Fiscal Year beginning July 1, 2009. <br /> <br />D) Adoption of an ordinance adopting the FY 2009-2010 Classification and Pay Plan <br />for employees of the City of Portsmouth, Virginia. <br /> <br />E) Adoption of an ordinance to amend Chapter 11 and Appendix A of the Code of <br />the City of Portsmouth, Virginia (2006), to establish or amend fees and penalties <br />pertaining to erosion and sediment control activities. <br /> <br />F) Adoption of an ordinance to amend Chapter 38 and Appendix A of the Code of <br />the City of Portsmouth, Virginia (2006), by amending Sections 38-83 and 38-117 and <br />Appendix A thereof pertaining to rates for water and sewage disposal service. <br /> <br />G) Adoption of an ordinance to amend Chapter 31.1 and Appendix A of the Code of <br />the City of Portsmouth, Virginia (2006), by amending Section 31.1-51 (A) and Appendix <br />A thereof pertaining to Stormwater Utility Fees. <br /> <br />H) Adoption of an ordinance to amend Appendix A of the Code of the City of <br />Portsmouth, Virginia (2006), by establishing or increasing certain fees and charges <br />contained therein pertaining to buildings and building regulations, fire protection and <br />prevention, and oversized vehicles. <br />
