<br />Mav 12. 2009 <br /> <br />I) Adoption of an ordinance to amend Chapter 13 and Appendix A of the Code of <br />the City of Portsmouth, Virginia (2006) to establish or amend certain fees for services <br />provided by the Department of Fire, Rescue, and Emergency Services. <br /> <br />J) Adoption of an ordinance to amend Chapter 35 of the Code of the City Of <br />Portsmouth, Virginia (2006) by amending Sections 35-157 and 35-171 thereof <br />pertaining to exemption and partial exemption from real estate taxes for qualified elderly <br />and disabled persons. <br /> <br />Background: <br />. On March 31, 2009 the City Manager presented the Proposed FY 2010-2011 <br />Biennial Operating Budget to City Council. Through the process of several City Council <br />work sessions and public hearings held on April 7, April 13, April 14, April 21, May 11 <br />and 12, 2009, minor revisions to the Operating Budget will be incorporated and <br />distributed to City Council along with a revised Operating Budget ordinance. Changes <br />to be reflected in the Operating Budget ordinance will be identified as an attachment. <br /> <br />Discussion: <br />. The FY 2009-2010 Operating Budget increases the City's real estate tax rate by <br />five cents from $1.21 to $1.26 per $100 of assessed valuation. The increase of real <br />estate value assessments from last year will lead to a generation of more revenue to <br />cover Operating and Capital Budget expenses. <br />. The FY2009-2010 Operating Budget increases the City's ciqarette tax rate by 10 <br />cents per pack from $.50 per pack to $.60 per pack. <br />. $559,207,485 is required for the operation of City Government during the fiscal <br />year beginning July 1, 2009 and ending June 30, 2010. <br />. The new Classification and Pay Plan encompasses a new public safety step pay <br />plan for sworn Fire and Police employees effective July 1,2009. <br />. Chapter 11 and Appendix A of the City Code to establish or amend fees and <br />penalties pertaininq to Erosion and Sediment Control are amended by this Operating <br />Budget. <br />. Sec 38-83 of the Code of Virginia and Appendix A relating to Meter rates for <br />water supplied is amended by this Operating Budget in the following manner: <br />'" Water supplied to customers within corporate limits of City are increased from <br />$3.94 to $4.03 per one thousand gallons or from $2.9475 to $3.0148 per one hundred <br />cubic feet of water supplied. <br />'" Rates for water passing through meters, customers of the City of Chesapeake <br />who are served by Portsmouth and whose rates are not set by contract are increased <br />from $5.9100 to $6.0450 per one thousand gallons or from $4.4213 to 4.5223 per one <br />hundred cubic feet of water supplied. <br />'" For the first three million gallons of water per day supplied during a billing period <br />for all water through meters to the City of Chesapeake pursuant to contract, fees <br />charged to the City of Chesapeake are increased from $5.9100 to $6.0450 per one <br />thousand gallons or from $4.4213 to $4.5223 per one hundred cubic feet of water <br />supplied. For the amount of water supplied in excess of three million gallons of water <br />per day, fees charged are increased from $4.7280 to $4.8360 per one thousand gallons <br />or from $3.5370 to $3.6178 per one hundred cubic feet of water supplied. <br />'" For all water passing through the meters of Suffolk pursuant to contract, the fee <br />paid by the City of Suffolk is increased from $3.6186 to $3.7018 per one thousand <br />gallons or from $2.7071 to $2.7694 per one hundred cubic feet of water supplied. <br />. Section 38-117 of the Code of Virginia and Appendix A relating to sewaqe <br />disposal rates are amended by this Operating Budget in the following manner: <br />'" Charges for the disposal of sewage discharged into the city system are increased <br />from $3.09 to $3.15 per one thousand gallons or from $2.3116 to $2.3565 per one <br />hundred cubic feet. The minimum charge for such service is increased from $2.67 to <br />$2.72 per month. <br />'" Charges for sewer service for dwelling units in premises with unmetered water <br />connections are increased from $15.44 to $15.75 per month. <br />
