<br />Mav 12. 2009 <br /> <br />At a Regular Meeting of the City Council on Tuesday, May 12, 2009, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Pastor Ernest Reid, Jr. opened the meeting with prayer, which was followed the <br />Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Ms. Psimas, and seconded by Ms. Randall, to approve the minutes of <br />a Called Meeting of April 28, 2009, and of a Regular Meeting of April 28, 2009, and was <br />adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />09-258 <br /> <br />(a) Public hearing to consider the Annual Operating Budget for <br />FY2009-2010. <br /> <br />1. Mae Breckenridge-Haywood, 3704 Greenwood Drive, asked that City Council <br />provide funding to the Colored Community Library. <br /> <br />2. Jean Shackleford, 2437 Sterling Point Road, spoke in opposition to the proposed <br />operating budget that reduces funding for the school system. <br /> <br />3. James Bridgeford, 2002 Sawgrass Lane, spoke in opposition to the proposed <br />operating budget that reduces funding for the school system. <br /> <br />4. Larry Gump, 3502 Hartford Street, spoke in support of a pay plan for Public Safety. <br /> <br />5. Pat Simons, 801 Mimosa Road, spoke in opposition to the operating budget. <br /> <br />6. Terry Danaher, 413 Dinwiddie Street, asked that City Council reconsider not funding <br />an item brought to them by the Arts Commission. <br /> <br />7. Steve Carroll, 3112 Riveredge Drive, spoke in opposition to the proposed operating <br />budget. <br /> <br />8. Martha Ann Creecy, 317 Dinwiddie Street, spoke in support of a pay plan for Public <br />Safety. <br /> <br />9. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, spoke in opposition to additional <br />cuts to funding for the school system. <br /> <br />10. Krista Kavaeh-Hindsley, 310 Douglas Avenue, spoke in opposition to the city <br />furloughs. <br /> <br />11. Edward Ellis, 3117 Rolen Drive, spoke in opposition to the proposed increase in the <br />real estate tax rate. <br /> <br />(b) Public hearing on recommended 2010-2014 Capital Improvement <br />Program. <br /> <br />There were no speakers. <br />
