The source of funding is Empowerment Zone Capital funds that have been <br />approved for the Tower Mall project <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance appropriating $858,000 in the Capital Improvement Fund. <br />The source of funding is Empowerment Zone capital funds that have been approved for <br />the Tower Mall project. <br /> <br />Purpose and Need: <br /> <br />· These funds will be used for infrastructure and associated work in connection with <br />the Tower Mall project during the pre-development phase of the project. <br /> <br />Financial Impact: <br /> <br />· As the Empowerment Zone funds are currently available, there is no adverse impact <br />on the City's financial condition. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $858,000 IN THE CAPITAL IMPROVEMENT <br />PLAN FUND FOR INFRASTRUCTURE AND ASSOCIATED WORK IN CONNECTION <br />WITH THE TOWER MALL PROJECT." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />00 - 252 - Adoption of an ordinance to approve a supplemental appropriation of <br />$700,000 in the Behavioral Healthcare Services Fund for the purchase and renovation <br />of Opportunity House located at 1927 High Street. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance approving a supplemental appropriation of $700,000 in the <br />Department of Behavioral Healthcare Services FY 2001 budget and approving the <br />purchase and renovation of Opportunity House located at 1927 High Street. <br /> <br />Purpose and Need: <br /> <br />· This facility houses successful and needed mental health services and programs for <br />disabled Portsmouth citizens. <br /> <br />· Acquisition of the facility will also allow for expansion of these programs. <br /> <br />Financial Impact: <br /> <br />· The source of funding is accumulated excess State revenues in the Behavioral <br />Healthcare Services fund. These funds are eligible to be used for capital acquisition. <br /> <br /> <br />
