October 10, 2000 <br /> <br />(d) S-00-08 <br /> <br />PORT CENTRE NEIGHBORHOOD - Ordinance granting the <br />request of the Portsmouth Redevelopment and Housing Authority <br />for the closure of that portion of Jefferson Street and Edwards <br />Street lying between PortCentre Parkway and Fifth Street. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE CLOSING AND VACATING PORTIONS OF JEFFERSON STREET <br />AND EDWARDS STREET." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Whitehurst, Holley <br />Nays: None <br />Abstained: Robinett (Mr. Robinett abstained because of a possible financial conflict of <br />interest due to his employment.) <br /> <br />(e) UP-00-17 <br /> <br />PORT CENTRE NEIGHBORHOOD - Portsmouth Redevelopment <br />and Housing Authority requests a use permit to manufacture steel <br />roof and floor decks products on PortCentre Parkway. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that UP-00-17 be approved on first <br />reading, and was adopted by a vote of 6-0-1. (Mr. Robinett abstained because of a <br />possible financial conflict of interest due to his employment.) <br /> <br />(f) S-00-05 <br /> <br />DOWNTOWN NEIGHBORHOOD - Ordinance granting the request <br />of L. Lindsey Jones, Susan Cooke, and James D. Cox for the <br />closure of that portion of Meander Road lying between the southern <br />right-of-way of High Street and the northern right-of-way line of King <br />Street. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to waive the rules of order to <br />allow Dr. Scarr an additional minute to speak, and was adopted by unanimous vote. <br /> <br />1. Dr. Leonard W. Scarr, 4205 Faigle Road, spoke in opposition to the street closure. <br /> <br />2. William Cooke, 1220 North River Road, spoke in support of the street closure. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to defer consideration of S-00- <br />05 to the public hearing meeting of November 14, 2000, and was adopted by <br />unanimous vote. <br /> <br />- Unfinished Business - <br /> <br />00 - 233 - Code amendment and rezoning applications: <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to adopt the following <br />ordinance, approved at the September 26, 2000 meeting, and was adopted by the <br />following vote: <br /> <br />00-233(a): <br /> <br />1. James A. Everett, 4015 Leedale Avenue, spoke in opposition to the code <br /> amendment. <br /> <br />2. Carol Vance, 4014 Garwood Avenue, spoke in opposition to the code amendment. <br /> <br />"AN ORDINANCE TO AMEND CHAPTER 40 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA {1988) BY AMENDING SECTIONS 40-22 AND 40-43.4 <br />AND TABLES 40-43.1-1, 40-43.1-2, AND 43.1-3 THEREOF PERTAINING TO <br />ACCESSORY DWELLINGS." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br /> <br />
