October 10, 2000 (d) S-00-08 PORT CENTRE NEIGHBORHOOD - Ordinance granting the request of the Portsmouth Redevelopment and Housing Authority for the closure of that portion of Jefferson Street and Edwards Street lying between PortCentre Parkway and Fifth Street. Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following ordinance, and was adopted by the following vote: "AN ORDINANCE CLOSING AND VACATING PORTIONS OF JEFFERSON STREET AND EDWARDS STREET." Ayes: Benn, Griffin, Moody, Pitts, Whitehurst, Holley Nays: None Abstained: Robinett (Mr. Robinett abstained because of a possible financial conflict of interest due to his employment.) (e) UP-00-17 PORT CENTRE NEIGHBORHOOD - Portsmouth Redevelopment and Housing Authority requests a use permit to manufacture steel roof and floor decks products on PortCentre Parkway. Motion by Mr. Benn, and seconded by Mr. Whitehurst, to concur with the recommendation of the Planning Commission that UP-00-17 be approved on first reading, and was adopted by a vote of 6-0-1. (Mr. Robinett abstained because of a possible financial conflict of interest due to his employment.) (f) S-00-05 DOWNTOWN NEIGHBORHOOD - Ordinance granting the request of L. Lindsey Jones, Susan Cooke, and James D. Cox for the closure of that portion of Meander Road lying between the southern right-of-way of High Street and the northern right-of-way line of King Street. Motion by Mr. Pitts, and seconded by Mr. Moody, to waive the rules of order to allow Dr. Scarr an additional minute to speak, and was adopted by unanimous vote. 1. Dr. Leonard W. Scarr, 4205 Faigle Road, spoke in opposition to the street closure. 2. William Cooke, 1220 North River Road, spoke in support of the street closure. Motion by Mr. Benn, and seconded by Mr. Moody, to defer consideration of S-00- 05 to the public hearing meeting of November 14, 2000, and was adopted by unanimous vote. - Unfinished Business - 00 - 233 - Code amendment and rezoning applications: Motion by Mr. Benn, and seconded by Mr. Moody, to adopt the following ordinance, approved at the September 26, 2000 meeting, and was adopted by the following vote: 00-233(a): 1. James A. Everett, 4015 Leedale Avenue, spoke in opposition to the code amendment. 2. Carol Vance, 4014 Garwood Avenue, spoke in opposition to the code amendment. "AN ORDINANCE TO AMEND CHAPTER 40 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA {1988) BY AMENDING SECTIONS 40-22 AND 40-43.4 AND TABLES 40-43.1-1, 40-43.1-2, AND 43.1-3 THEREOF PERTAINING TO ACCESSORY DWELLINGS." Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley Nays: None
