October 10, 2000 <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $700,000 IN THE BEHAVIORAL <br />HEALTHCARE SERVICES FUND FOR THE PURCHASE AND RENOVATION OF <br />OPPORTUNITY HOUSE AT 1927 HIGH STREET." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />00 - 253 - Adoption of an ordinance to amend Section 2-790 of the Code of the City of <br />Portsmouth to restructure the Community Criminal Justice Board pursuant to Section <br />53.1-183 of the Code of Virginia as amended effective July 1, 2000. <br /> <br />This amendment to the Code of Virginia now mandates the appointment of a <br />local government official to the board. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to amend Section 2-790 of the Code of the City of <br />Portsmouth to restructure the Community Criminal Justice Board pursuant to Section <br />53.1-183 of the Code of Virginia as amended, effective July 1, 2000. <br /> <br />Purpose and Need: <br /> <br />· The City has participated in the Comprehensive Community Corrections Act since <br />1995. The Community Criminal Justice Board is mandated as a part of the Act. <br /> <br />· The amendment to the Code of Virginia now mandates the appointment of a local <br />government official to the board. <br /> <br />Financial Impact: <br /> <br />· There is no financial impact for this item. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Robinett, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO AMEND CHAPTER 2 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA {1988) BY AMENDING SECTION 2-790 THEREOF <br />PERTAINING TO THE MEMBERSHIP OF THE COMMUNITY CRIMINAL JUSTICE <br />BOARD." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />00 - 254 - Adoption of ordinance to amend Chapter 35, Article VII, of the Code of the <br />City of Portsmouth regarding Utility Services Tax. <br /> <br />The Code changes will convert electric and gas consumer utility taxes from a tax <br />based on the amount of the bill to one that is based on the amount of energy <br />consumed (kwh or ccf). The changes are required as a result of actions of the <br />Virginia General Assembly. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to amend Chapter 35, Article VII, of the Code of the City of <br />Portsmouth regarding Utility Services Tax in accordance with actions taken by the <br />Virginia General Assembly. <br /> <br />Purpose and Need: <br /> <br />· The code changes will convert electric and gas consumer utility taxes from a tax <br />based on the amount of the bill to one that is based on the amount of energy consumed <br />(kwh or ccf). <br /> <br /> <br />
