October 1 O, 2000 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, October 10, 2000, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Deputy City Manager C. W. McCoy, City Attorney Timothy Oksman. <br /> <br /> Councilman Charles B. Whitehurst opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to approve the minutes <br />of a Called Meeting on September 26, 2000, and a Regular Meeting on September 26, <br />2000, and was adopted by unanimous vote. <br /> <br />00 - 248 - Presentations: <br /> <br />Proclamation presented to Sheriff Gary W. Waters for "D.A.R.E. Family Day". <br /> <br />Proclamation presented to Fire Chief Hugh Osborne for "Fire Prevention Week". <br /> <br />Proclamation presented to Larry Sarosdy for "Hoffler Creek Day". <br /> <br />- Public Hearing - <br /> <br />00 - 249 - Public hearing to consider the adoption of proposed changes to the Public <br />Utility Services Tax set out in Chapter 35, Article VII, of the Portsmouth City Code, <br />which will convert electric and gas consumer utility taxes from a taxed based on the <br />amount of the bill to one that is on the amount of energy consumed. The changes are <br />required as a result of General Assembly action. <br /> <br />There were no speakers. <br /> <br />00 - 250 - Public hearing on rezoning, use permit and street closure applications: <br /> <br />(a) Z-O0-04 <br /> <br />OLDE TOWNE NEIGHBORHOOD - The City of Portsmouth <br />requests a rezoning of property located within the 600 block of <br />London Street from Historic Limited Office to Historic Residential. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, expressed concern for the rezoning of <br /> one block. <br /> <br />2. Ed Forlines, 613 London Street, spoke in support of the rezoning. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to concur with the <br />recommendation of the Planning Commission that Z-00-04 be approved on first reading, <br />and was adopted by unanimous vote. <br /> <br />(b) Z-00-06 <br /> <br />DOWNTOWN NEIGHBORHOOD - Damita Turner requests to <br />modify the conditional zoning Downtown D-I-M-K at 2309 High <br />Street. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that Z-00-06 be approved on first reading, <br />and was adopted by unanimous vote. <br /> <br />(c) Z-00-08 <br /> <br />PORT CENTRE NEIGHBORHOOD - Portsmouth Redevelopment <br />and Housing Authority requests a rezoning of property on <br />PortCentre Parkway from Residential Multi-Family, RM-60 to <br />Commerce Park, CP. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that Z-00-08 be approved on first reading, <br />and was adopted by a vote of 6-0-1. (Mr. Robinett abstained because of a possible <br />financial conflict of interest due to his employment.) <br /> <br /> <br />
