<br />April 14. 2009 <br /> <br />Discussion: <br />. The CMAQ program grant is for $1,500,000 and the Stimulus grant is for <br />$2,023,543. <br />. To receive these funds as well as administer the projects for which the grants <br />were received, the City Manager is required to sign the attached Project Administration <br />Agreements with VDOT. <br />. Financial Impact: Both grants received are for 100% funding and require no <br />monetary match by the City of Portsmouth. The City of Portsmouth will be required to <br />expend City funds as the work is completed after which VDOT will reimburse 100% of <br />the funds expended monthly by Portsmouth up to the amount of the grants. <br /> <br />Recommended Action: <br />. Approve an ordinance authorizing the City Manager to sign the project <br />Administration Agreements with the Virginia Department of Transportation for <br />replacement of the traffic signals along Airline Blvd. west of Portsmouth Blvd utilizing <br />CMAQ funds in the amount of $1,500,000 and to provide a signal system upgrade with <br />$2,023,543 in Stimulus funding. Vision Principle: Bold New Directions. <br /> <br />Next Steps Following Council Action: <br />. The City Manager will sign the subject agreements. When the agreement is fully <br />executed the Engineering Department will award contracts for the design phase of <br />these projects. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING GRANTS IN THE AMOUNT OF $1,500,000 FROM THE <br />HAMPTON ROADS PLANNING DISTRICT COMMISSION AND $2,023,543 IN <br />FEDERAL STIMULUS FUNDING, APPROPRIATING SAID AMOUNTS IN THE FY <br />2008-2009 CAPITAL IMPROVEMENT FUND AND THE FY 2008-2009 ECONOMIC <br />STIMULUS FUND RESPECTIVELY, AND AUTHORIZING THE CITY MANAGER TO <br />SIGN PROJECT ADMINISTRATION AGREEMENTS WITH THE VIRGINIA <br />DEPARTMENT OF TRANSPORTATION FOR PROJECTS TO REPLACE CERTAIN <br />TRAFFIC SIGNALS ALONG AIRLINE BOULEVARD AND TO UPGRADE THE CITY'S <br />TRAFFIC SIGNAL SYSTEM." <br /> <br />Ayes: Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 202 - Adoption of a resolution requesting the Virginia Department of Transportation <br />to establish urban system highway projects to replace traffic signals along Airline <br />Boulevard from Portsmouth Boulevard to the western city limits and to upgrade the <br />City's traffic signal system utilizing a Stimulus funding grant. Vision Principle: Bold New <br />Directions. <br /> <br />Background: <br />. The Engineering Department submitted for and received a grant through the <br />Hampton Roads Planning District Commission for CMAQ (Congestion, Mitigation and <br />Air Quality) funds to replace the traffic signals along Airline Blvd. from Portsmouth <br />Boulevard to the western city limits. <br />. Funds were also received through the Stimulus program to provide for Citywide <br />Signal Retiming, Signal System Feasibility Study and Signal System Design and <br />Implementation of improvements. <br /> <br />Discussion: <br />. To receive these funds, the City Council is required to approve a Programming <br />Resolution requesting VDOT to establish these projects as urban system highway <br />projects. <br />
