<br />April 14. 2009 <br /> <br />Financial Impact: <br />. Both grants received are for 100% funding and require no monetary match by the <br />City of Portsmouth. Project costs are paid with city funds and reimbursed by VDOT. <br /> <br />Recommended Action: <br />. City Council to approve the attached programming Resolution requesting the <br />Virginia Department of Transportation to establish the projects listed as urban system <br />highway projects. Vision Principle: Bold New Directions. <br /> <br />Next Steps: <br />. Following the resolution and execution of an administration agreement with <br />VDOT, the Engineering Department will award contracts for the design phase of these <br />projects followed by construction. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Smith, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION TO ESTABLISH URBAN SYSTEM HIGHWAY PROJECTS TO <br />REPLACE TRAFFIC SIGNALS ALONG AIRLINE BOULEVARD FROM <br />PORTSMOUTH BOULEVARD TO THE WESTERN CITY LIMITS AND TO UPGRADE <br />THE CITY'S TRAFFIC SIGNAL SYSTEM UTILIZING A STIMULUS FUNDING GRANT. <br /> <br />WHEREAS, in accordance with Virginia Department of Transportation <br />construction allocation procedures, it is necessary that a request by council resolution <br />be made in order that the Department program an urban highway project in the City of <br />Portsmouth. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Council of the City of <br />Portsmouth, Virginia, requests the Virginia Department of Transportation to establish <br />urban system highway projects for: Citywide Signal Retiming (Project # 0000-124-P1 01, <br />UPC T7697); Signal System Feasibility Study (Project # 0000-124-P1 01, UPC T7698); <br />Signal System Design and Implementation (Project # 0000-124-, P1 01, M501 UPC <br />T7699); and Airline Blvd Coordinated Signal Upgrade (Project # UOOO-124-146, P1 01, <br />M501 UPC 82858). <br /> <br />BE IT FURTHER RESOLVED that the Council of the City of Portsmouth hereby <br />agrees to pay its share of the total cost for preliminary engineering, right of way <br />acquisition, and construction of this project in accordance with Section 33.1-44 of the <br />Code of Virginia, and that, if the City of Portsmouth subsequently elects to cancel this <br />project, the City of Portsmouth hereby agrees to reimburse the Virginia Department of <br />Transportation for the total amount of the costs expended by the Department through <br />the date the Department is notified of such cancellation." <br /> <br />Ayes: Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 203 - Adoption of a resolution authorizing the City Manager to execute a deed and <br />other necessary instruments to convey to the Economic Development Authority of the <br />City of Portsmouth, Virginia, a parcel of land located in West Park View and described <br />as a portion of lot four (4), known as 1501 McDaniel Street. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. There is a parcel of property owned by the City of Portsmouth which is located <br />at1501 McDaniel Street, designated as Map and Parcel 0152-0420. The Economic <br />Development Authority has requested that the City convey a portion of this property to <br />EDA for conveyance to the adjacent property owner. The adjacent owner has requested <br />that he be allowed to purchase sufficient land to construct improvements to his current <br />property. <br />
