<br />April 14. 2009 <br /> <br />Discussion: <br />. As an integral component of the Portsmouth Continuum of Care Housing Plan, <br />the Shelter Plus Care Program has provided an opportunity for affordable, permanent <br />and safe supportive housing choices to over one hundred twenty homeless citizens <br />since 1994. <br />. The Shelter Plus Care and Supportive Housing Programs provide housing, case <br />management, supportive groups and financial management, while encouraging stability, <br />employment and independence for individuals and families living with HIV/AIDS and/or <br />mental health, mental retardation, and substance abuse disabilities. <br />. This program has contributed favorably and proved to be a positive influence in <br />the effort to improve neighborhood quality, economic development and fiscal strength of <br />the city. <br /> <br />Financial Impact: <br />. Estimated Revenue and Appropriation in the FY2008-2009 Grants Fund Budget <br />will be increased by $457,513. <br />. A cash match of $17,350 for the Supportive Housing Program will be transferred <br />from DBHS Mental Health Funds. <br /> <br />Staff Recommends: <br />. Adoption of an ordinance. Vision principle: Thriving Neighborhoods and a Sense <br />of Community. <br /> <br />Next Steps Following Council Action: <br />. The Director will ensure that the budget action required to increase the total <br />appropriations and estimated revenues in the Grants Fund by $457,513 is processed <br />immediately upon adoption of the ordinance. <br /> <br />Motion by Mr. Randall, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING MCKINNEY-VENTO ACT HOMELESS ASSISTANCE <br />COMPETITION GRANT AWARDS IN THE AMOUNT OF $457,513 FROM THE U.S. <br />DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT AND APPROPRIATING <br />SAID FUNDS IN THE FY 2008-2009 GRANTS FUND TO BE USED BY THE <br />DEPARTMENT OF BEHAVIORAL HEAL THCARE SERVICES FOR THE SHELTER <br />PLUS CARE GRANT AND SUPPORTIVE HOUSING PROGRAM." <br /> <br />Ayes: Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 201 - Adoption of an ordinance accepting grants in the amount of $1,500,000 from <br />the Hampton Roads Planning District Commission and $2,023,543 in Federal Stimulus <br />Funding, appropriating said amounts in the FY 2008-2009 Capital Improvement Fund <br />and the FY 2008-2009 Economic Stimulus Fund respectively, and authorizing the City <br />Manager to sign project administration agreements with the Virginia Department of <br />Transportation for projects to replace certain traffic signals along Airline Boulevard and <br />to upgrade the city's traffic signal system. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. The Engineering Department submitted for and received a grant through the <br />Hampton Roads Planning District Commission for CMAQ (Congestion, Mitigation and <br />Air Quality) funds to replace the traffic signals along Airline Blvd. from Portsmouth <br />Boulevard to the western city limits. <br />. Funds were also received through the Stimulus program to provide for Citywide <br />Signal Retiming, Signal System Feasibility Study and Signal System Design and <br />Implementation of improvements. <br />
