<br />April 14. 2009 <br /> <br />Motion by Mr. Smith, and seconded by Mr. Whitehurst, to defer consideration of <br />Item 09-88 to the July 28, 2009 City Council Meeting, and was adopted by the following <br />vote: <br /> <br />Ayes: Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />09 - 199 - Adoption of an ordinance to amend Chapter 9 of the Code of the City of <br />Portsmouth, Virginia (2006) by amending Section 9-1 thereof pertaining to cemeteries. <br />Vision Principle: Bold New Directions. <br /> <br />Background: <br />. The current Section 9-1 a makes no provision for establishment or enlargement of <br />cemeteries within the City. <br />. The suggested amendment to the Code would provide the City the opportunity to <br />explore the possibility of creating more space for burial within the City's limits. <br />. The suggested amendment would provide private persons and/or entities to <br />explore the possibilities of providing more burial space within the City's limits. <br /> <br />Discussion: <br />. Financial Impact: There is the possibility of the donation of property to City for <br />Cemetery use, if this amendment is adopted. <br /> <br />Recommended Action: <br />. Adoption of an ordinance amending Section 9-1 a Code to provide that <br />cemeteries may be established or enlarged in the City except as otherwise permitted <br />by City Council through a rezoning of the subject property to Conditional Preservation <br />P-1 District. Vision Principal: Bold New Directions by facilitating future development of <br />City facilities. <br /> <br />Next Steps following City Council Action: <br />. The City will entertain applications to enlarge or establish additional cemetery <br />space in compliance with the amended code. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 9 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY AMENDING SECTION 9-1 THEREOF <br />PERTAINING TO CEMETERIES." <br /> <br />Ayes: Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 200 - Adoption of an ordinance accepting a McKinney-Vento Act Homeless <br />Assistance Competition Grant in the amount of $457,513 from the U.S. Department of <br />Housing and Urban Development and appropriating said funds in the FY 2008-2009 <br />Grants Fund to be used by the Department of Behavioral Healthcare Services for the <br />Shelter Plus Care Grant and Supportive Housing Program. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. HUD selected the DBHS to receive $388,500 for the Shelter Plus Care Grant and <br />$69,013 for Supportive Housing Program Grant for a total of $457,513. <br />
