Edward Ellis, 3117 Rolen Drive, spoke in opposition to the proposed tax increase. 09 - 198 - Public hearing on use permit applications: (a) UP-09-01 WESTHAVEN - Dan E. Griffin, Architect, AlA, P.C., on behalf of Holiday House of Portsmouth, Inc., requests a use permit to expand an existing group home for children at 4211 County Street. The Comprehensive Plan's Generalized Future Land Use Map recommends Institutional/Public Use. Vision Principle: Thriving Neighborhoods and a Sense of Community. There were no speakers. Motion by Mr. Whitehurst, and seconded by Ms. Psi mas, to concur with the recommendation of the Planning Commission that UP-09-01 be approved on first reading, and was adopted by the following vote: Ayes: Psimas, Randall, Smith, Whitehurst, Holley Nays: None (b) UP-09-02 GEORGE WASHINGTON HIGHWAY COMMERCIAL CORRIDOR - Catherine C. Staff requests a use permit to operate a restaurant at 3409 D George Washington Highway. The Comprehensive Plan's Generalized Future Land Use Map recommends a Mixed Use Corridor. Motion by Mr. Whitehurst, and seconded by Mr. Smith, to concur with the recommendation of the Planning Commission that UP-09-02 be approved on first reading, and was adopted by the following vote: Ayes: Psimas, Randall, Smith, Whitehurst, Holley Nays: None - Unfinished Business - 09-87 Adoption of an ordinance to reprogram $20,000 within the FY 2008-2009 Capital Improvements Fund and to appropriate said sum in the FY 2008- 2009 Capital Improvements Fund for a new Dog Park in Cradock.
