Vision principle: Thriving Neighborhoods and a Sense <br />of Community. <br /> <br />Next Steps Following Council Action: <br />. The Director will ensure that the budget action required to increase the total <br />appropriations and estimated revenues in the Behavioral Healthcare Services by $3,500 <br />is processed immediately upon adoption of the ordinance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING THE SUM OF $3,500 IN THE FY 2008-2009 <br />BEHAVIORAL HEAL THCARE SERVICES FUND TO FUND PREVENTION <br />PROGRAMS TO ADDRESS RISK FACTORS FOR YOUTH ILLEGAL SUBSTANCE <br />ABUSE." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 162 - Adoption of an ordinance accepting a grant in the amount of $95,628 <br />awarded by the U.S. Department of Homeland Security through the Virginia Department <br />of Emergency Management and appropriating said funds in the FY 2008-2009 Grants <br />Fund for use by the Police Department in responding to potential acts of terrorism. <br />Vision Principle: Pride of Past, Promise of Future, Thriving Neighborhoods and a Sense <br />of Community and Bold New Directions. <br /> <br />Background: <br />. The Portsmouth Police Department has received grant funding of $95,628 from <br />the U. S. Department of Homeland Security through the Virginia Department of <br />Emergency Management that is available to assist law enforcement agencies in <br />preventing or responding to potential acts of terrorism. <br /> <br />Discussion: <br />. The grant will be used to fund Automatic License Plate Recognition (APLR) <br />Systems. Stationary Automatic License Plate Recognition (APLR) Systems are <br />common throughout the industrialized world, but especially in the United States, <br />Canada and the United Kingdom. However, emerging technology and delivery <br />methodology has ushered us into a new mobile Automatic License Plate Recognition <br />(APLR) System, which though now available, have a very limited operational <br />deployment statewide. Primarily in use by the Virginia State Police (VSP) and a handful <br />of other close proximity jurisdictions, this system is designed to capture up to 3,000 <br />license plates per hour. <br />. The system is a revolutionary advance over previous systems, which were either <br />stationary or were drive-by parking lot control systems. <br /> <br />Financial Impact: <br />. The grant award amount is $95,628 from the U. S. Department of Homeland <br />Security through Virginia Department of Emergency Management funds to the <br />Portsmouth Police Department. The Department of Criminal Justice Services (DCJS) is <br />the administrating agency for LETPP. There is no obligation from the City once the <br />grant has ended. <br /> <br />Staff Recommends: <br />. Adoption of an ordinance to appropriate a $95,628 grant from the U. S. <br />Department of Homeland Security through the Virginia Department of Emergency <br />Management to the Portsmouth Police Department to provide funds for Automatic <br />License Plate Recognition (APLR) System equipment to detect and prevent acts of <br />terrorism.
