<br />March 24. 2009 <br /> <br />Background: <br />. The Department of Mental Health, Mental Retardation, and Substance Abuse <br />Services (DMHMRSAS) will pay up to $750 per individual to fund a portion of the cost <br />incurred to obtain guardianship. <br />. All funds should be expended in the current FY2009 fiscal year. <br /> <br />Discussion: <br />. DMHMRSAS is committed to providing funds and/or services that will increase <br />individuals' ability to reside in the community and/or increase their ability to be <br />discharged from institutions and into community placements. Without a guardian, some <br />individuals with Intellectual Disabilities are at risk of institutionalization. Others, who are <br />residing in institutions, may not be able to move into the community until guardianship is <br />obtained. <br /> <br />Financial Impact: <br />. No local match is required. <br /> <br />Recommended Action: <br />. Adoption of an ordinance. Vision principle: Thriving Neighborhoods and a Sense <br />of Community <br /> <br />Next Steps Following Council Action: <br />. The Director will ensure that the budget action required to increase the total <br />appropriations and estimated revenues in the Behavioral Healthcare Services by $750 <br />is processed immediately upon adoption of the ordinance. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING THE SUM OF $750 IN THE FY 2008-2009 <br />BEHAVIORAL HEAL THCARE SERVICES FUND TO FUND A PORTION OF THE <br />GUARDIANSHIP COSTS FOR INDIVIDUALS WITH INTELLECTUAL DISABILITIES." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 161 - Adoption of an ordinance appropriating the sum of $3,500 in the FY 2008- <br />2009 Behavioral Healthcare Services Fund to fund prevention programs to address risk <br />factors for youth illegal substance use. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Background: <br />. In an effort to address the budget challenges that all Prevention programs are <br />facing in FY2009, Department of Mental Health, Mental Retardation and Substance <br />Abuse Services (MHMRSAS) identified a one-time funding plan. <br />. The one-time funds are being apportioned based on accepted proposal for <br />prevention programs. <br />. These one-time funds will address risk factors for youth substance use in the <br />communities served. <br />. All funds must be expended by September 30, 2009. <br /> <br />Discussion: <br />. DMHMRSAS will issue payment of $3,500 to the Department of Behavioral <br />Healthcare Services for the Prevention program for assistance due to budget cuts. <br /> <br />Financial Impact: <br />. Estimated Revenue and Appropriation in the FY2008-2009 Behavioral <br />Healthcare Fund Budget will be increased by $3,500. <br />
