The Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $95,628 AWARDED BY <br />THE U.S. DEPARTMENT OF HOMELAND SECURITY THROUGH THE VIRGINIA <br />DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING SAID <br />FUNDS IN THE FY 2008-2009 GRANTS FUND FOR USE BY THE POLICE <br />DEPARTMENT IN RESPONDING TO POTENTIAL ACTS OF TERRORISM." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 163 - Adoption of an ordinance accepting a grant from the Virginia Department of <br />Emergency Management in the amount of $50,000 and appropriating said funds in the <br />FY 2008-2009 Grants Fund to be used by the Department of Fire, Rescue, and <br />Emergency Services to purchase a Mass Notification System. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The City of Portsmouth has been awarded funds in the amount of $50,000 from <br />the State Homeland Security Program grant, from the National Preparedness <br />Directorate, United States Department of Homeland Security and administered by the <br />Commonwealth for the Citizens Alerting Project. <br /> <br />Discussion: <br />. The city currently utilizes a Reverse 911 system operated by the Police <br />Department. The capacity of this system is limited and is not a feasible tool for <br />conducting mass notification of citizens during emergencies. The new system will be <br />web-based and greatly increase the city's capability and capacity for conducting mass <br />calls. <br /> <br />Financial Impact: <br />. There is no City cash match required for this grant. <br /> <br />Staff Recommends: <br />. Adoption of proposed ordinance.
