<br />March 24. 2009 <br /> <br />Financial Impact: <br />. The adoption of this resolution has no direct or indirect financial impact to the <br />City. Although there is an associated cost to the future construction to the facility, no <br />financial support is requested or needed from the City to support the facility. Its <br />intangible value is immeasurable as it will serve to address the medical needs of the <br />citizens <br /> <br />Staff Recommends: <br />. Adoption of a resolution. Thriving Neighborhoods and a Sense of Community; <br />Bold New Directions. <br /> <br />Next Steps Following Council Action: <br />. Bon Secours Maryview Medical Center will make application to receive approval <br />of a Certificate of Public Need from the State Commissioner of Health. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION OF THE COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA, IN <br />SUPPORT OF THE ADDITION OF 21 PSYCHIATRIC BEDS IN A NEW DEDICATED <br />75-BED PSYCHIATRIC PATIENT TOWER AT BON SECOURS MARYVIEW <br />MEDICAL CENTER. <br /> <br />WHEREAS, Bon Secours Maryview Medical Center ("Maryview") has filed a Certificate <br />of Public Need (COPN) application - COPN Request No. VA-7649 - for the addition of <br />psychiatric beds at Maryview, located in Portsmouth, Virginia; and, <br /> <br />WHEREAS, the proposed project will involve the addition of 21 psychiatric beds to <br />better serve the needs of area residents at Maryview; and, <br /> <br />WHEREAS, Bon Secours and Maryview have been extremely supportive corporate <br />citizens of Portsmouth for nearly 65 years, providing jobs, payroll, indigent care, and <br />other important services to the City and its residents <br /> <br />WHEREAS, acute psychiatric services have been available continuously at Maryview <br />for more than 40 years, since 1968; and, <br /> <br />WHEREAS, Maryview has brought many other "firsts" to the western Hampton Roads <br />area, including the first hospital-based psychiatric/behavioral medicine program, the first <br />cobalt treatment for cancer, the first cardiac catheterization laboratory, the first magnetic <br />resonance imaging scanner (MRI), the first linear accelerator for radiation therapy in the <br />treatment of cancer, the first open heart program in partnership with Columbia University <br />College of Physicians and Surgeons, the first daVinci surgical robotic system, the first <br />Center of Excellence for bariatric surgery, to name a few; and, <br /> <br />WHEREAS, Maryview has committed itself to high-quality, efficient, patient centered <br />care, and has received numerous awards recently attesting to this commitment, and the <br />increase in behavioral medicine beds would help Maryview continue in this important <br />tradition of quality care; and, <br /> <br />WHEREAS, behavioral medicine disorders continue to be a prevalent condition in the <br />Hampton Roads region, and while other psychiatric facilities in Hampton Roads have <br />ceased acute care services, Maryview has continued to care for all, regardless of ability <br />to pay; and, <br /> <br />WHEREAS, behavioral medicine services on the Maryview campus currently include <br />acute inpatient adult and adolescent services for psychiatric and chemical dependency, <br />as well as outpatient services, including participation in selected clinical trials; and, <br />
