<br />March 24. 2009 <br /> <br />WHEREAS, a recent assessment of the behavioral medicine service at Maryview <br />concluded that Maryview needed additional capacity for its behavioral medicine <br />programs in order to meet the needs of the community it serves, particularly with <br />respect to services intended to meet the needs of the older adult; <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that it, on behalf of its residents, expresses its strong support for the Bon <br />Secours Maryview Certificate of Public Need application, and urges the State <br />Commissioner of Health to grant the Certificate requested, so that Maryview can <br />continue to meet the behavioral care needs of the community. <br /> <br />BE IT FURTHER RESOLVED that the City Clerk is hereby directed to send a <br />copy of this Resolution to the State Commissioner of Health for inclusion with <br />Maryview's application-- COPN Request No. VA-7649." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />09 - 169 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />09 - 170 - Items Submitted by Council Members <br /> <br />There were no items submitted. <br /> <br />09 - 171 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />09 - 172 - Non-Agenda Speakers <br /> <br />1. James Mayo, 4424 Seagrove Road, voiced his concern with the real estate <br />assessments in his neighborhood and how assessments are being handled by the <br />City Assessor's Office. <br /> <br />2. Steven Whitehead, 4419 County Street, voiced his concern with what he believes is <br />the lack of concern for the appearance of Midtown. <br /> <br />3. Clifford Kalmbach, 3702 Magnolia Drive, voiced his concern with what he believes <br />are discrepancies in real estate assessments within the City. <br /> <br />4. Joseph Holt, 5801 Bertrand Street, voiced his concern with the placing of a drainage <br />ditch in his neighborhood. <br /> <br />5. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, asked that a charge be placed <br />on public parking garages which would allow them to be self sustaining. <br /> <br />'" Mr. Whitehurst asked that the concerns from citizens be placed under Report on <br />Pending Items for an update at the next City Council meeting. <br /> <br />6. James Sweet, 36 E. Pollux Circle, voiced his concern with various issues within the <br />City. <br /> <br />'" Mayor Holley acknowledged that while attending the National League of Cities <br />Conference in Washington, D. C., Councilwoman Marlene Randall received the <br />Platinum Level from the National League of Cities Leadership Training Institute and <br />asked that everyone applaud her achievement. <br />
