<br />March 24. 2009 <br /> <br />09 - 164 - Adoption of an ordinance accepting a Gates Opportunity On-Line Hardwire <br />Grant in the amount of $83,850 and appropriating said funds in the FY 2008-2009 <br />Grants Fund for the replacement and purchase of computers for public use. Vision <br />Principle: Life Long Learning Community. <br /> <br />Background: <br />. Public libraries in Virginia were potentially eligible for an Opportunity Online <br />Hardware Grant, a new Bill & Melinda Gates Foundation program, to support <br />replacement or addition of public access PCs. <br />. The Bill & Melinda Gates Foundation used two screens to determine eligibility. <br />The first related to poverty. <br />. Eligible libraries had either: <br />o 10% or greater poverty level in the foundation defined service area (differs for <br />urban [1 mile radius], suburban [3 mile radius] and rural [10 mile radius) <br />o OR more than 3,000 persons in poverty <br />. The second was a level of service screen. Eligibility was based on: <br />o Age of computer hardware inventory <br />o Number of updated workstations per "X" of people living in poverty. <br />. Based on the above criteria, below is the status for Portsmouth Public Library: <br />o Grant Eligible - Portsmouth Public Library; Churchland Branch; Cradock Branch; <br />Manor Branch <br /> <br />Discussion: <br />. The Portsmouth Public Library hereby requests the Portsmouth City Council to <br />appropriate $83,850 for replacement and purchase of computers for public use. <br /> <br />Financial Impact: <br />. The source of the appropriated funds is from the grants funds and transferred <br />into the General Fund. <br />. Estimated Revenues in the FY 2008-2009 Operating Fund Budget will be <br />increased by $83,850. <br /> <br />Staff Recommends: <br />. Adoption of ordinance. Vision Principles: Lifelong Learning Community. <br /> <br />Next Steps Following Council Action: <br />. The Public Library Director will ensure that the budget action required to increase <br />the total appropriations in the Operating Fund by $83,850 is processed immediately <br />upon adoption of the ordinance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GATES OPPORTUNITY ON-LINE HARDWIRE GRANT <br />IN THE AMOUNT OF $83,850 AND APPROPRIATING SAID FUNDS IN THE FY 2008- <br />2009 GRANTS FUND FOR THE RPLACEMENT AND PURCHASE OF COMPUTERS <br />FOR PUBLIC USE." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 165 - Adoption of an ordinance establishing a Personal Property Tax Relief <br />percentage of 52% for calendar year 2009. Vision Principle: A Robust and <br />Prospering Economy. <br /> <br />Background: <br />. The City IS required to annually establish the personal property tax relief <br />percentage. <br />
