March 24. 2009 09 - 164 - Adoption of an ordinance accepting a Gates Opportunity On-Line Hardwire Grant in the amount of $83,850 and appropriating said funds in the FY 2008-2009 Grants Fund for the replacement and purchase of computers for public use. Public libraries in Virginia were potentially eligible for an Opportunity Online Hardware Grant, a new Bill & Melinda Gates Foundation program, to support replacement or addition of public access PCs. . The Bill & Melinda Gates Foundation used two screens to determine eligibility. The first related to poverty. . Eligible libraries had either: o 10% or greater poverty level in the foundation defined service area (differs for urban [1 mile radius], suburban [3 mile radius] and rural [10 mile radius) o OR more than 3,000 persons in poverty . The second was a level of service screen. Eligibility was based on: o Age of computer hardware inventory o Number of updated workstations per "X" of people living in poverty. . Based on the above criteria, below is the status for Portsmouth Public Library: o Grant Eligible - Portsmouth Public Library; Churchland Branch; Cradock Branch; Manor Branch Discussion: . The Portsmouth Public Library hereby requests the Portsmouth City Council to appropriate $83,850 for replacement and purchase of computers for public use. Financial Impact: . The source of the appropriated funds is from the grants funds and transferred into the General Fund. . Estimated Revenues in the FY 2008-2009 Operating Fund Budget will be increased by $83,850. The Public Library Director will ensure that the budget action required to increase the total appropriations in the Operating Fund by $83,850 is processed immediately upon adoption of the ordinance. Motion by Mr. Whitehurst, and seconded by Mr. Smith, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING A GATES OPPORTUNITY ON-LINE HARDWIRE GRANT IN THE AMOUNT OF $83,850 AND APPROPRIATING SAID FUNDS IN THE FY 2008- 2009 GRANTS FUND FOR THE RPLACEMENT AND PURCHASE OF COMPUTERS FOR PUBLIC USE."
