455 <br /> <br />December 11, I990 <br /> <br /> WHEREAS, this Council is of the opinion that the proposed <br />Western Freeway is an essential part of the regional <br />transporkation network and a priority of this Council provided <br />tnat the issues expressed herein are resolved to the satisfaction <br />of hhis ~ouncll to assure the protection of tne interest of the <br />City and its citizens. <br /> <br /> NOW~, THEREFORE, BE IT RESOLVED that the ~ouncil of the City <br />of Portsmouth, Virginia states that approval of this Council, in <br />con~ectton with all e~lements of the Western Freeway Project, will <br />be forthcoming if the following conditions are met by the Virginia <br />Dep~rtment of Transportation (VDOT): <br /> <br /> 1~ VDOT shall construct tne segment of the Western Freeway <br />between Towne Point Road and the city limits using Portsmouth's <br />Urban Allocation, with VDOT waiving the 2% local match for this <br />projec as well as waiving the 5% local match-for the segment of <br />the We: ern Freeway previously completed between Cedar Lane and <br /> own <br />T e : ~nt Road. <br /> <br /> 2 VDOT shall construct temporary improvements in Port <br /> Iorfol] to be utilized until such time as the Port Norfolk <br /> '.onnec'~or is open, using Portsmouth's Urban Allocation. VDOT will <br /> al e the local 2% match. If possible, the costs for the <br /> eI ora~y improvements will be included as part of the cost and <br /> u' re fhnding of the Port Norfolk Connector thereby eliminating <br /> h~ need] to use Portsmouth s Urban Allocation. The specific <br /> mi ovements to be provided by VDOT in Port Norfolk are: <br /> <br /> a) At Mt. Vernon Avenue and Bayview Boulevard, a <br /> <br /> ~ignal will be installed at the intersection and a <br /> westbound turn lane and radius widening will be <br /> installed at Wesley Street and Chautauqua Avenue; <br /> <br /> c) Virginia Avenue will be improved by a northbound <br /> ~xtension of Virginia Avenue from Woodrow Street <br /> northeast along the abandoned railroad ~ight-of-way, <br /> hen connecting with Lee Avenue at Cleveland S~reet. <br /> T~his will require pavement improvements at both ends <br /> Of the connection in addition to the necessary <br /> property acquisition, all of which will be <br /> ~ndertaken by VDOT. <br /> <br /> DOT will not open the Western Freeway until the <br /> nts in Port Norfolk identified above have been completed <br /> ,eing utilized for local traffic. <br /> <br /> ~DOT's schedule for the Port Norfolk Connector is as <br /> <br /> ~y the spring of 1991 the consultant selection <br /> ,rocess will be initiated by VDOT; <br /> <br /> ~y the summer of 1991 VDOT will select a consultant <br /> ~nd initiate engineering design; <br /> <br /> ~y the summer of 1993 VDOT will hold a design public <br /> earing; <br /> <br /> By the s~pring of 1994 VDOT will initiate <br /> right-os-way acquisition; <br /> <br /> <br />
