December 11, 1990 <br /> <br /> "As you knowr recent discussions have been held with <br />Mr. Ray D. Pethtel, Commissioner of the Virginia Department <br />of Transportation, concerning the completion of the Western <br />Freeway. I recently sent a letter to Mr. Pethtel outlining a <br />proposed agreement between the City and the State which would <br />allow the Freeway and the Port Norfolk Connector to be <br />completed in an expeditious fashion. The terms of the proposed <br />agreement are summarized below: <br /> <br />The segments of the Western Freeway between the City <br />Limits and Towne Point Road and between Towne Point <br />Road and-Cedar Lane would be constructed using <br />Portsmouth's urban allocation, but VDOT would waive the <br />City's lo-cal match requirement. This agreement would <br />be effective only if alt the other terms are also <br />agreed upon. <br /> <br />The State would construct and pay for temporary <br />improvements in Port Norfolk, including a traf'fic <br />signal at Mount Vernon Avenue and Bayvlew Boulevard, a <br />traffic signal and turn lane improvements at Wesley <br />Street and Chautauqua Avenue, and improvements to <br />Virginia Avenue, including a northbound extension. <br />These improvements would be funded from our urban <br />allocation, with the local match being waived. If <br />possible, these costs would be included as part of the <br />cost and future funding of the Port Norfolk Connector. <br /> <br />The City would request assurances <br />Freeway would not be opened until <br />improvements in Port Norfolk have <br /> <br />that the Western <br />the temporary <br />been completed. <br /> <br />The Port Norfolk Connector would be completed by the <br />Spring of 1998, if at all possible. Although it is <br />realized that VDOT could not guarantee that this <br />schedule be kept, we would ask that they use their <br />best efforts and do everything reasonably possible <br />to ensure that funding, exclusive of urban allocation, <br />is made available and that the work will proceed in <br />accordance with the agreed schedule. <br /> <br /> Based on this proposed a~reement~ I recommend that you <br />adopt the attached resolution of support. ~r. Pethtel has <br />indicated that he would then present the agreement to his <br />Board at their December meeting for action." <br /> <br /> John Duggan, 106 Florida Avenue, representing the Port <br />Norfolk Western Freeway Committee, spoke concerning traffic <br />patterns in their neighborhood in relation to the Freeway <br />Connector. <br /> <br /> Motion of Mr. Epperson and seconded by Mr. Clemons, the <br />following resolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION EXPRESSING THE SUPPORT OF THE COUNCIL OF THE <br />CITY OF PORTSMOUTH FOR THE WESTERN FREEWAY PROJECT. <br /> <br /> WHEREAS, the Western Freeway Project has been the first <br />priority highway project of the City of Portsmouth for a number <br />of years and an essential part of the regional highway system; <br />and <br /> <br /> WHEREAS, the Council of the City of Portsmouth has <br />previously expressed its concerns with the source of funding <br />and the priority of phases for the Western Freeway Project; and <br /> <br /> <br />
