December 11, 1990 (e) By the spring of 1995 VDOT will advertise for construction bids; (f) By the spring of 1998 construction will be completed. 5. VDOT shall proceed with the process for construction of the Port Norfolk Connector according to the above schedule. Although VDOT cannot guarantee progress according to this schedule, VDOT agrees to use its best efforts and to do everything reasonably-possible to ensure that funding, exclusive of urban allocation, is made available for this project and that the work is completed in accordance with this schedule. BE IT FURTHER RESOLVED by the Council of the City of Portsmouth, Virginia that the City Manager be, and he hereby IS, instructed to communicate this resolution and the positions expressed herein to the appropriate officials of VDOT and to request that they delay any further implementation towards the construction of the Western Freeway Project pending resolution of the issues noted herein. "At your meeting on November 27, 1990, you were presented a draft of the City's proposed 1991 Legislative Package to present to Portsmouth's General Assembly delegation. As was mentioned to you at the time, the proposed package is considerably shorter than in the past, because it is felt that we should concentrate on our priority projects. There are other items which we will follow during the legislative session and will make our views known to our delegation, but emphasis will be placed on the relatively few items included in the draft package. You are scheduled to discuss the items with Senator Joannou and Delegates Moore and Melvin at your work session on Monday, December 10. I recommend that you adopt the package as presented. However, based on your discussions with the delegation, you will be able to-make any changes before adoption on Tuesday.
