VDOT shall proceed with the process for construction of <br />the Port Norfolk Connector according to the above schedule. <br />Although VDOT cannot guarantee progress according to this <br />schedule, VDOT agrees to use its best efforts and to do <br />everything reasonably-possible to ensure that funding, <br />exclusive of urban allocation, is made available for this <br />project and that the work is completed in accordance with this <br />schedule. <br /> <br /> BE IT FURTHER RESOLVED by the Council of the City of <br />Portsmouth, Virginia that the City Manager be, and he hereby <br />IS, instructed to communicate this resolution and the positions <br />expressed herein to the appropriate officials of VDOT and to <br />request that they delay any further implementation towards the <br />construction of the Western Freeway Project pending resolution <br />of the issues noted herein. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she <br />hereby is, directed to forward copies of this resolution to <br />Portsmouth Delegation to the Virginia General Assembly." <br /> <br />the <br /> <br />Ayes: Clemons, Corprew, Epperson, King, Hawks, Lucas, Webb <br />Nays: None <br /> <br /> 90-493 Letter from the City Manager recommending <br />adoption of a resolution authorizing the City of Portsmouth's <br />1991 Legislative Proposals to be presented to the Portsmouth <br />Delegation and the members of the Virginia General Assembly. <br /> <br /> "At your meeting on November 27, 1990, you were presented <br />a draft of the City's proposed 1991 Legislative Package to <br />present to Portsmouth's General Assembly delegation. As was <br />mentioned to you at the time, the proposed package is <br />considerably shorter than in the past, because it is felt that <br />we should concentrate on our priority projects. There are <br />other items which we will follow during the legislative session <br />and will make our views known to our delegation, but emphasis <br />will be placed on the relatively few items included in the <br />draft package. You are scheduled to discuss the items with <br />Senator Joannou and Delegates Moore and Melvin at your work <br />session on Monday, December 10. <br /> <br /> I recommend that you adopt the package as presented. <br />However, based on your discussions with the delegation, you <br />will be able to-make any changes before adoption on Tuesday. <br /> <br /> Motion of Mr. Epperson and seconded by Mr. Hawks, the <br />following resolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY OF PORTSMOUTH'S 1991 <br />LEGISLATIVE PROPOSALS TO BE PRESENTED TO THE PORTSMOUTH <br />DELEGATION AND THE MEMBERS OF THE VIRGINIA GENERAL <br />ASSEMBLY. <br /> <br /> WHEREAS, the Virginia General Assembly deals with a broad <br />range of issues that affect local governments both directly and <br />indirectly; and <br /> <br /> <br />
