453 December 11, 1990 Each year, the City of Portsmouth is eligible to receive an all~cation of state funds from the Virginia Division of Litter ~ontrol and Recycling. These funds are used to support the utean Co~munx~y Program, provide assistance with litter control projects, purchase litter receptacles, and augment the comm~unity awareness and education program. The Portsmouth Beautification and Clean Community Commission has been very active and successful in prom~ing these activities in the City. The funds allocated to Portsmouth will be $8,454.34, and no local match will be required. As part of the application process, the Division Of. Litter Control and Recycling requires that the program be officially endqrsed by the local governing body prior to its submission. I request permission ~o submit the application to continue Portsmouth's ulean uommunity Program and recom~elnd that you adopt a resolution of support. I highly recommend you~ support of this worthwhile program." Motion of Mr. Hawks and seconded by Mr. King, the following ote. resolution was adopted, and by the following v · "A RESOLUTION ENDORSING THE CLEAN COMMUNITY PROGRA~ OF THE CITY OF PORTSMOUTH S BEAUTIFICATION AND CLEAN COMMUNITY COMMISSION; AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR FUNDING. the Council of the City of Portsmouth, virginia, the existence of a litter problem within the boundaries ~ity and has created the Beautification and Clean Community lSS~?n to assist with litter control and recycling; and the Virginia Waste Management Act ~rovides, through ~tment of Waste Management, Division of Sitter Control and for the allocation of public funds in the form of fer the purpose of enhancing local litter control and programs; and the City of Portsmouth is eligible to submit a grant on for funding for Fiscal Year 1991 pursuant to the governing the administration and use of such funds, and considered the regulations and applications administration and use of said funds. THEREFORE, BE IT RESOLVED by the Council of the City of Virginia that the Council does hereby endorse the Program of the Beautification and Clean Community n for the City of Portsmouth, Virginia.
