<br />January 27.2009 <br /> <br />Background: <br />. Department of Mental Health, Mental Retardation and Substance Abuse Services <br />(MHMRSAS) identified a one-time funding to support mental health and criminal justice <br />initiatives. <br />. The one-time funds may be used to provide programmatic oversight of mental <br />health/criminal justice issues related to consumers and how this maintains and/or <br />enhances the community. <br />. The goal of this initiative is to provide demonstrable evidence of the economic, <br />treatment and programmatic efficacy of mental health and criminal justice collaboration. <br />. All funds should be expended in the current fiscal year 2009. <br /> <br />Discussion: <br />. DMHMRSAS will issue payment of $60,000.00 to the Department of Behavioral <br />Healthcare Services for Jail Diversion Initiative. <br /> <br />Financial Impact: <br />. Estimated Revenue and Appropriation in the FY2008-2009 Behavioral <br />Healthcare Fund Budget will be increased by $60,000.00. <br />. No local match funding is required. <br /> <br />Recommended Action: <br />. Adoption of an ordinance. Vision principle: Thriving Neighborhoods and a Sense <br />of Community. <br /> <br />Next Steps Following Council Action: <br />. The Director will ensure that the budget action required to increase the total <br />appropriations and estimated revenues in the Behavioral Healthcare Services by <br />$60,000.00 is processed immediately upon adoption of the ordinance. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING IN THE FY 2008-2009 BEHAVIORAL <br />HEAL THCARE FUND THE SUM OF $60,000 ALLOCATED BY THE VIRGINIA <br />DEPARTMENT OF MENTAL HEALTH, MENTAL RETARDATION, AND SUBSTANCE <br />ABUSE SERVICES FOR USE BY THE DEPARTMENT OF BEHAVIORAL <br />HEAL THCARE SERVICES FOR THE JAIL DIVERSION PROGRAM." <br /> <br />Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 58 - Adoption of an ordinance accepting a grant of federal funds in the amount of <br />$36,007 from the Virginia Department of Criminal Justice Services and appropriating <br />said amount in the FY 2008-2009 Grants Fund to support the Juvenile Accountability <br />Block Grant Violation Intervention Program. Vision Principle: Thriving Neighborhoods <br />and a Sense of Community. <br /> <br />Background: <br />. The Department of Criminal Justice Services has made available $32,406 in <br />federal funds to support this program locally. <br />. The Juvenile Accountability Block Grant Program allows the Community Criminal <br />Justice Board to identify and fund services for seriously violent juvenile offenders in <br />Portsmouth. <br />. The program has been continually funded for ten years. We currently provide a <br />Violation Intervention Program for serious, violent juvenile offenders offering intensive <br />supervision services and electronic monitoring. <br />
