Work with Virginia Port Authority and APM on education and voluntary <br />compliance by truckers. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO ENACT A NEW SECTION, NUMBER 22-567.2, OF THE CODE OF <br />THE CITY OF PORTSMOUTH, VIRGINIA (2006) PERTAINING TO THE PARKING OF <br />UNCONNECTED SEMITRAILERS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />09 - 20 - Adoption of an ordinance to amend the FY2008-2009 funding for one-time only <br />residential start up cost from the Department of Mental Health, Mental Retardation, and <br />Substance Abuse Services (DMHMRSAS) to the Portsmouth Department of Behavioral <br />Healthcare Services (DBHS) in the amount of $3,000.00 for persons with mental <br />retardation who were given a Medicaid Home and Community Based Waiver slot. <br />Vision principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. DMHMRSAS is allocating $3,000.00 for individuals with mental retardation who is <br />selected to receive a Medicaid Home and Community Based Mental Retardation Waiver <br />Slot to assist the individual transition into residential services out of the home and help <br />build community-based residential infrastructure. <br />. Medicaid Home and Community Based Mental Retardation Waiver Slots are <br />given to community service boards for use in funding a variety of services individuals <br />with mental retardation may need in the community to avoid institutionalization. Start up <br />funds are used to purchase one-time only items for the persons to live in the <br />community, e.g. bedroom furniture, etc. DMHMRSAS is committed to providing funds <br />and/or services that will increase individuals' ability to reside in the community. <br /> <br />Discussion: <br />. DMHMRSAS will issue payment of $3,000.00 to the Department of Behavioral <br />Healthcare Services for Medicaid Home and Community Based Mental Retardation <br />Waiver Slots. <br /> <br />Financial Impact: <br />. Estimated Revenue and Appropriation in the FY2008-2009 Behavioral <br />Healthcare Fund Budget will be increased by $3,000.00. <br />. No local match funding is required. <br />
