It will serve as a valuable scenic amenity at this important gateway. <br />. It will enhance the historic image and ambiance of this important area of the City. <br />. An existing railroad caboose at the site is owned by the City. The lease will <br />donate it to the museum. <br /> <br />Financial Impact: No direct cost; undetermined indirect financial benefits from <br />enhanced tourism and economic development. <br /> <br />Recommended Action: Adoption of the resolution is recommended. Vision Principle: <br />Bold New Directions. <br /> <br />Next Steps Following Council Action: <br />. Lease to be signed. <br />. The foundation will commence making City-approved but privately funded <br />improvements to the site. <br /> <br />1. Williard Moody, Sr., 500 Crawford Street, spoke in support of this item. <br /> <br />2. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, spoke in support of this item and <br />also voiced his concern with future funding. <br /> <br />3. Joe Donnelly, 1588 West Little Neck Road, spoke in support of this item. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING A LONG-TERM LEASE FOR THE RAILROAD <br />MUSEUM OF VIRGINIA. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br />1. That the City Manager and City Attorney, acting for and on behalf of the City, <br />are hereby authorized to execute and deliver a lease with the Railroad Museum of <br />Virginia, Inc. that is substantially the same as the one attached hereto. <br /> <br />2. The City Manager is further authorized and directed to take all such other <br />actions as may be reasonably necessary to implement the intent of said lease. <br /> <br />This resolution shall be effective immediately upon its adoption." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 526 - Adoption of an ordinance to amend Chapter 22 of the Code of the City of <br />Portsmouth, Virginia (2006) by enacting a new section 22-567.2 pertaining to the <br />parking of unconnected semitrailers. Deferred from the December 9, 2008 City Council <br />Meeting. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. There has been an increasing pattern of marine semitrailers being parked <br />overnight on City streets, often for "staging" delivery of cargo containers to one of <br />Portsmouth's two marine terminals. This practice is harmful to community quality, and it <br />can create safety issues. <br />
