<br />December 16. 2008 <br /> <br />At a Special Meeting of the City Council on Tuesday, December 16, 2008, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Marlene W. Randall, <br />Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, Charles B. Whitehurst, <br />Sr., City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Councilman Charles B. Whitehurst, Sr., opened the meeting with prayer, which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />- City Manager's Report - <br /> <br />08 - 544 - Adoption of a resolution concerning a pay plan for sworn Public Safety <br />Officials. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. Public safety is the highest priority of government. For many years, the <br />compensation for sworn public safety officials in Portsmouth has been lower than their <br />counterparts in the region. This resolution would create and enact a new pay plan for <br />our sworn public safety officials. The new pay plan will adjust their compensation to <br />appropriate levels, commencing July 1, 2009 with the new operating budget. <br /> <br />Discussion: <br />. The new public safety pay plan establishes a step scale and was developed <br />based on the comparable pay ranges for the Hampton Roads region to improve the <br />City's competitive position in the local market. <br />. Covered public safety officials will, under the new pay plan, be compensated <br />using ranges that approximate the market average of all six market cities in the <br />Hampton Roads region. <br />. The new pay plan automatically will become effective on July 1, 2009 when the <br />new operating budget goes into effect. <br />. The new pay plan will aid in recruitment and retention of sworn public safety <br />officials, resulting in enhanced public safety for Portsmouth citizens. <br /> <br />Financial Impact: <br />. Anticipated annual cost of $2,294,985 for Fiscal Year 2010 and the same for <br />Fiscal Year 2011. Indirect but non-quantifiable financial benefits through <br />enhancements to public safety and community quality. <br /> <br />Recommended Action: <br />. Adoption of the resolution IS recommended. Vision Principle: Bold New <br />Directions. <br /> <br />Next Steps Following Council Action: <br />. Begin planning for implementation, effective July 1, 2009. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION TO ADOPT A COMPENSATION PLAN FOR SWORN PUBLIC <br />SAFETY EMPLOYEES, EFFECTIVE JULY 1,2009. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br />1. That the Classification and Pay Plan that becomes effective July 1, 2009 <br />shall include the attached schedule of compensation (the "Schedule") for those sworn <br />employees of the Police Department and the Department of Fire, Rescue, and <br />Emergency Services who are identified in the Schedule. <br />
