<br />December 9, 2008 <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO RENEW THE CITY'S CABLE FRANCHISE WITH COX <br />COMMUNICATIONS HAMPTON ROADS, L.L.C., ALLOWING THE COMPANY TO <br />CONSTRUCT, OPERATE AND MAINTAIN A CABLE SYSTEM IN THE CITY OF <br />PORTSMOUTH." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 530 - Adoption of an ordinance to appropriate $16,495 in the FY 2008-2009 <br />Behavioral Healthcare Services Fund in one-time funds received from the Virginia <br />Department of Mental Health, Mental Retardation, and Substance Abuse Services to be <br />used in the Part C Program. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Background: <br />. In an effort to address the budget challenges that all Part C local lead agencies <br />are facing in FY2009, the Department of Mental Health, Mental Retardation and <br />Substance Abuse Services (MHMRSAS) identified a one-time funding plan. <br />. The one-time funds are being apportioned among all local lead agencies based <br />on each system's June 30, 2008 child count. <br /> <br />Discussion: <br />. DMHMRSAS will issue payment of $16,495 to the Department of Behavioral <br />Healthcare Services for the Part C program for assistance due to federal budget cuts. <br /> <br />Financial Impact: <br />. Estimated Revenue and Appropriation in the FY2008-2009 Behavioral <br />Healthcare Fund Budget will be increased by $16,495. <br />. No local match funding is required. <br /> <br />Recommended Action: <br />. Adoption of an ordinance. Vision principle: Thriving Neighborhoods and a Sense <br />of Community <br /> <br />Next Steps Following Council Action: <br />. The Director will ensure that the budget action required to increase the total <br />appropriations and estimated revenues in the Behavioral Healthcare Services by <br />$16,495 is processed immediately upon adoption of the ordinance. <br /> <br />Motion by Ms. Randall, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $16,495 IN THE FY 2008-2009 BEHAVIORAL <br />HEAL THCARE SERVICES FUND IN ONE-TIME FUNDS RECEIVED FROM THE <br />VIRGINIA DEPARTMENT OF MENTAL HEALTH, MENTAL RETARDATION, AND <br />SUBSTANCE ABUSE SERVICES TO BE USED IN THE PART C PROGRAM." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 531 - Adoption of an ordinance to appropriate $10,000 in the FY 2008-2009 <br />Behavioral Healthcare Services Fund in one-time funds received from the Virginia <br />Department of Mental Health, Mental Retardation, and Substance Abuse Services for <br />Recovery Oriented Training or the Implementation of the Recovery System Indicator <br />Survey.
