December 9, 2008 Background: . In an effort to address the budget challenges that all Community Service Boards are facing in FY2009, the Department of Mental Health, Mental Retardation and Substance Abuse Services (MHMRSAS) identified a one-time funding to advance the values of recovery in system of services and supports. . The one-time funds may be used for recovery oriented training for staff and consumers or to support the implementation of the use of the Recovery Oriented System Indicator (ROSI) survey. . If any portion of the funds is used to support training, at least half of the participants in the training must be consumers. . All funds should be expended in the current FY2009 fiscal year. Discussion: . DMHMRSAS will issue payment of $10,000 to the Department of Behavioral Healthcare Services for MHBG - Support for Recovery Training - ROSllmplementation Financial Impact: . Estimated Revenue and Appropriation in the FY2008-2009 Behavioral Healthcare Fund Budget will be increased by $10,000. . No local match funding is required. Recommended Action: . Adoption of an ordinance. Vision principle: Thriving Neighborhoods and a Sense of Community. Next Steps Following Council Action: . The Director will ensure that the budget action required to increase the total appropriations and estimated revenues in the Behavioral Healthcare Services by $10,000.00 is processed immediately upon adoption of the ordinance. Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO APPROPRIATE $10,000 IN THE FY 2008-2009 BEHAVIORAL HEAL THCARE SERVICES FUND IN ONE-TIME FUNDS RECEIVED FROM THE VIRGINIA DEPARTMENT OF MENTAL HEALTH, MENTAL RETARDATION, AND SUBSTANCE ABUSE SERVICES TO BE USED FOR RECOVERY ORIENTED TRAINING OR THE IMPLEMENTATION OF THE RECOVERY ORIENTED SYSTEM INDICATOR SURVEY." Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None 08 - 532 - Adoption of a resolution to authorize a sale and development agreement for a Circuit Court Courthouse. Vision Principle: Bold New Directions. Background: . The City is under a legal obligation to provide adequate courthouse facilities. The present Circuit Court courthouse is not adequate and does not meet applicable legal guidelines. This resolution would authorize an agreement to convert an existing office building in the downtown area into a Circuit Court courthouse, followed by the purchase of that building.
