<br />December 9, 2008 <br /> <br />Background: <br />. In an effort to address the budget challenges that all Community Service Boards <br />are facing in FY2009, the Department of Mental Health, Mental Retardation and <br />Substance Abuse Services (MHMRSAS) identified a one-time funding to advance the <br />values of recovery in system of services and supports. <br />. The one-time funds may be used for recovery oriented training for staff and <br />consumers or to support the implementation of the use of the Recovery Oriented <br />System Indicator (ROSI) survey. <br />. If any portion of the funds is used to support training, at least half of the <br />participants in the training must be consumers. <br />. All funds should be expended in the current FY2009 fiscal year. <br /> <br />Discussion: <br />. DMHMRSAS will issue payment of $10,000 to the Department of Behavioral <br />Healthcare Services for MHBG - Support for Recovery Training - ROSllmplementation <br /> <br />Financial Impact: <br />. Estimated Revenue and Appropriation in the FY2008-2009 Behavioral <br />Healthcare Fund Budget will be increased by $10,000. <br />. No local match funding is required. <br /> <br />Recommended Action: <br />. Adoption of an ordinance. Vision principle: Thriving Neighborhoods and a Sense <br />of Community. <br /> <br />Next Steps Following Council Action: <br />. The Director will ensure that the budget action required to increase the total <br />appropriations and estimated revenues in the Behavioral Healthcare Services by <br />$10,000.00 is processed immediately upon adoption of the ordinance. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $10,000 IN THE FY 2008-2009 BEHAVIORAL <br />HEAL THCARE SERVICES FUND IN ONE-TIME FUNDS RECEIVED FROM THE <br />VIRGINIA DEPARTMENT OF MENTAL HEALTH, MENTAL RETARDATION, AND <br />SUBSTANCE ABUSE SERVICES TO BE USED FOR RECOVERY ORIENTED <br />TRAINING OR THE IMPLEMENTATION OF THE RECOVERY ORIENTED SYSTEM <br />INDICATOR SURVEY." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 532 - Adoption of a resolution to authorize a sale and development agreement for a <br />Circuit Court Courthouse. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. The City is under a legal obligation to provide adequate courthouse facilities. <br />The present Circuit Court courthouse is not adequate and does not meet applicable <br />legal guidelines. This resolution would authorize an agreement to convert an existing <br />office building in the downtown area into a Circuit Court courthouse, followed by the <br />purchase of that building. <br />
