<br />December 9, 2008 <br /> <br />Background: <br />. The Clerk of Circuit Court assesses a fee of $5.00 upon all civil actions, upon <br />each instrument to be recorded in the deed books, and upon each judgment to be <br />docketed in the judgment lien docket book. These funds are to be utilized for <br />implementing automation plans to modernize land records and provide secure remote <br />access to land records. Updating office automation and information technology <br />equipment including software and conversion services; preserving, maintaining and <br />enhancing court records including the cost of repairs, maintenance, service contracts <br />and system upgrades may be funded from this source. <br />. The total available funds from the Compensation Board for FY 2009 are <br />$138,428. <br />. The Clerk of Circuit Court has requested $138,428 to be disbursed to the City of <br />Portsmouth for purchasing services and equipment to update the office. <br /> <br />Discussion: <br />. This action will provide funding to pay the maintenance fees for the Records <br />Indexing System, Records Management System and Secure Remote Access. It will <br />also provide funding to increase the range of years for land records available via the <br />Records Management System and Secure Remote Access. <br /> <br />Financial Impact: <br />. No City cash match is required. <br /> <br />Staff Recommends: <br />. Adoption of an ordinance to appropriate $138,428 in the FY 2008-2009 Donation <br />Fund in monies received from the State Compensation Board for use by the Clerk of the <br />Circuit Court to providing technology updates for the Clerk's Office. No City cash match <br />is required. Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. None <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $138,428 IN THE FY 2008-2009 DONATION FUND <br />IN MONIES RECEIVED FROM THE STATE COMPENSATION BOARD FOR USE BY <br />THE CLERK OF THE CIRCUIT COURT TO PROVIDE TECHNOLOGY UPDATES FOR <br />THE CLERK'S OFFICE." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 528 - Adoption of an ordinance to accept a grant in the amount of $4,025.51 from <br />the U.S. Department of Justice Bureau of Justice Assistance and to appropriate said <br />funds in the FY 2008-2009 Grants Fund for the purpose of providing 50% funding for <br />the purchase of bulletproof vests for Police Department and Sheriff's Department <br />personnel. Vision Principle: Thriving Neighborhoods and a Sense Community and <br />Pride of Past, Promise of Future. <br /> <br />Background: <br />. The Portsmouth Police Department has received grant funding of $4,025.51 from <br />the Department of Justice - Bureau of Justice Assistance to reimburse 50% of the cost <br />expended for the purchase of bulletproof vests for the police department and Sheriff's <br />Office personnel working on the streets. <br /> <br />Discussion: <br />. The grant will be used to reimburse 50% of the cost expended for the purchase of <br />bulletproof vests for the police department and Sheriff's Office personnel working on the <br />streets.
