<br />December 9, 2008 <br /> <br />- Unfinished Business - <br /> <br />08 - 373 - Comprehensive Plan: <br /> <br />(b) <br /> <br />Resolution granting the request of the City of Portsmouth, Virginia to <br />amend the Destination 2025 Comprehensive Plan concerning the potential <br />for public use of property generally bounded by Linden Avenue, Harrell <br />Street, Elm Ave, Scott's Creek and the Portsmouth Naval Hospital. The <br />proposed Comprehensive Plan Amendment recommends a change from <br />mixed residential development to preservationlopen space/park. The site <br />also includes an unimproved portion of Webster Avenue at its northern <br />terminus. Deferred from the November 25, 2008 City Council Meeting. <br />Vision Principle: Thriving Neighborhoods and a Sense of Community. <br />(CP-08-01) (First Reading Vote 4-2) <br /> <br />1. John Johnson, 3901 Mariner Drive, spoke in opposition to this item. <br /> <br />2. Steve Carroll, 3112 Riveredge Drive, spoke in opposition to this item. <br /> <br />3. Garland Alexander, 3400 Nelson Street, spoke in opposition to this item. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Smith, to deny Item 08-373, <br />approved on first reading at the November 10, 2008 City Council meeting, and was <br />denied by the following vote: <br /> <br />Ayes: Heretick, Moody, Randall, Smith, Holley <br />Nays: Psi mas, Whitehurst <br /> <br />08 - 499 - Adoption of a resolution authorizing a Long-Term Lease for the Railroad <br />Museum of Virginia. Deferred from the November 25, 2008 City Council Meeting. <br />Vision Principle: Bold New Directions. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Randall, to defer consideration of <br />Item 08-499 to the January 13, 2009 City Council Meeting, and was adopted by the <br />following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />08 - 526 - Adoption of an ordinance to amend Chapter 22 of the Code of the City of <br />Portsmouth, Virginia (2006) by enacting a new section 22-567.2 pertaining to the <br />parking of unconnected semitrailers. Vision Principle: Bold New Directions. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Smith, to defer consideration of <br />Item 08-526 to the January 13, 2009 City Council Meeting, and was adopted by the <br />following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 527 - Adoption of an ordinance to appropriate $138,428 in the FY 2008-2009 <br />Donation Fund in monies received from the State Compensation Board for use by the <br />Clerk of the Circuit Court to provide technology updates for the Clerk's Office.
