December 9, 2008 - Unfinished Business - 08 - 373 - Comprehensive Plan: (b) Resolution granting the request of the City of Portsmouth, Virginia to amend the Destination 2025 Comprehensive Plan concerning the potential for public use of property generally bounded by Linden Avenue, Harrell Street, Elm Ave, Scott's Creek and the Portsmouth Naval Hospital. The proposed Comprehensive Plan Amendment recommends a change from mixed residential development to preservationlopen space/park. The site also includes an unimproved portion of Webster Avenue at its northern terminus. Deferred from the November 25, 2008 City Council Meeting. Vision Principle: Thriving Neighborhoods and a Sense of Community. (CP-08-01) (First Reading Vote 4-2) 1. John Johnson, 3901 Mariner Drive, spoke in opposition to this item. 2. Steve Carroll, 3112 Riveredge Drive, spoke in opposition to this item. 3. Garland Alexander, 3400 Nelson Street, spoke in opposition to this item. Motion by Mr. Moody, and seconded by Mr. Smith, to deny Item 08-373, approved on first reading at the November 10, 2008 City Council meeting, and was denied by the following vote: Ayes: Heretick, Moody, Randall, Smith, Holley Nays: Psi mas, Whitehurst 08 - 499 - Adoption of a resolution authorizing a Long-Term Lease for the Railroad Museum of Virginia. Deferred from the November 25, 2008 City Council Meeting. Vision Principle: Bold New Directions. Motion by Mr. Heretick, and seconded by Ms. Randall, to defer consideration of Item 08-499 to the January 13, 2009 City Council Meeting, and was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None - City Manager's Report - 08 - 526 - Adoption of an ordinance to amend Chapter 22 of the Code of the City of Portsmouth, Virginia (2006) by enacting a new section 22-567.2 pertaining to the parking of unconnected semitrailers. Vision Principle: Bold New Directions. Motion by Ms. Psi mas, and seconded by Mr. Smith, to defer consideration of Item 08-526 to the January 13, 2009 City Council Meeting, and was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None 08 - 527 - Adoption of an ordinance to appropriate $138,428 in the FY 2008-2009 Donation Fund in monies received from the State Compensation Board for use by the Clerk of the Circuit Court to provide technology updates for the Clerk's Office.
