<br />December 9, 2008 <br /> <br />At a Regular Meeting of the City Council on Tuesday, December 9, 2008, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Marlene W. Randall, <br />Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, Charles B. Whitehurst, <br />Sr., City Manager Kenneth L. Chandler, Senior Deputy City Attorney George M. Willson. <br /> <br />Councilman Douglas L. Smith opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Smith, and seconded by Mr. Whitehurst, to approve the minutes of <br />a Called Meeting of November 24 2008, of a Called Meeting of November 25 2008, of a <br />Regular Meeting of November 25, 2008, and of a Called Meeting of December 2, 2008, <br />and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 522 - Presentations: <br /> <br />. Official signing of Portsmouth City Council's revised Vision Principles. <br /> <br />. Presentation of ten year service pin to Vice Mayor Moody. <br /> <br />. Presentation of special lapel pins to newly appointed Board and Commission <br />members. <br /> <br />- Public Hearing - <br /> <br />08 - 523 <br /> <br />Public hearing to consider an ordinance granting a <br />telecommunications franchise in the City of Portsmouth. <br /> <br />Public hearing on granting an ordinance cable franchise to Cox <br />Communications Inc. that would authorize them to continue offering <br />cable service in the City of Portsmouth. <br /> <br />08 - 524 <br /> <br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, spoke in support of this item. <br /> <br />08 - 525 <br /> <br />Public hearing on a proposed adoption by the City Council of an <br />ordinance to authorize the City to contract a debt and issue general <br />obligation bonds of the City, or notes in anticipation thereof, in the <br />principal amount not to exceed $30,000,000 to finance or refinance <br />various capital improvement projects. <br /> <br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, spoke in support of this item. <br /> <br />2. Bruce lalonde, 168 Yorkshire Road, spoke in opposition to this item. <br /> <br />3. Steve Carroll, 3112 Riveredge Drive, asked that the list of capital improvement <br />projects be pared down more. <br />
