572 <br /> <br />April 9, 1991 <br /> <br />"A RESOLUTION OF THE COUNCIL OF THE CITY OF PORTSMOUTH, <br />VIRGINIA REQUESTING THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION~O' ESTABLIS~'~'URBAN'SY.STEM HIGHWAY <br />PROJECTFOR ~HE-~IMPROVEMENT' OF-THE'I~TERSEC~ONO~~OUNT- <br />VERNON'~VEN~ AND BAYVtEW~OU-BEVA-RD ~ND THE ~I-NT~SECT~ION <br />OF WESLEY STREET ~ND'CH~UTAUQ~VENU~z <br /> <br /> WHEREAS, the Council of the City of Portsmouthg ~brgin:~a <br />has determined that the health, safety and welfare of the <br />citizens-of-t-h~e Cit~y of P6~tsmouth:require i~prowement~to the <br />intersection Of~Mount Vernon Avenue and Bayview Boulevard and <br />the' intersection of-Wesley Street and Chautauqua Aven~e; <br /> <br /> NOW, THEREFDRE, BEFIT RESOEVED, ~that the ~ouncil'Of the <br />City of Portsmouth, Virginia requests that the Virginia <br />Department of Transportation establish an urban system highway <br />project for th~ ~pro-vu~ment of 'the 'intersection Of Mount Vernon <br />Avenue and Bay~ew-Bou~ev'a~d and't~e interse,ction of Wesley <br />Street and Chautauqua Aven~ue; and ~ <br /> <br /> BE IT FURTHER RESOLVED, that th6' City of Portsmouth hereby <br />agrees to prepare all plans and specifications, bid the <br />project, and provide construction inspection in~accor~a~e with <br />the Virginia Department of Transporta~ion's minor' Cons~ructbon <br />procedures as outlined in Commissioner Pethtel'~g l~ne 16~ ~198~- <br />letter. ' ~ ~ ' ' - <br /> <br /> BE IT FURTHER RESOLVED, that should the City of Portsmouth <br />subsequently elect to cancel this project, the City of <br />Portsmouth hereby agrees to r~i~burse'th~ Vbrgini~ Department <br />of Transportation (VDOT) for the total amount of the costs <br />expended th~ou~ ~h~ ~date'VDOT ~is-notified-cf such- <br />cancellation." ................... <br /> <br />Ayes: Clemons, Cor~rew,- Eppe'rson, -King£ Hawks, ~Webb .... <br />Nays: None <br /> <br /> 91-132 - Letter from the City Manager recommending <br />adoption of an erdinance amend~-ng Chapter 10 of the Code of the <br />City of Portsmouth, Virginia, ~98'8~ by amending Article III, <br />Section 10-108 pertaining to a change of voting place for <br />Precinct 25. <br /> <br /> "The Po~rtsm~ou'~h "Ele~t'6'ral'B~ard has apprised the City of <br />Portsmouth that the voting place in Precinct 25 must be <br />changed. This relocation was necessitated by the <br />non-availability of the DAC Center on West Road for future <br />elections. <br /> <br /> The Tidal Wave Masonic Lodge was considered~as-an - <br />alternative location by the Portsmouth Electora'l Board. - ~ <br />Unfortunately, the Electoral Board was unsuccessful in its <br />negotiations with the Lodge to obtain this facility as a voting <br />place. However, Portsmouth Christian' Church, at Detroit and <br />Cambridge Streets, has agreed to allow the Board to use its <br />facilities ~S' ~a~o~i~ng p'l'ace. ~t ~h~et's~th~ ~req~'ireme~ntS f'or <br />handicapped accomm6d~ti'on~ ah'd has a~aple~ park'ing."' ~' ' <br /> <br /> Accordingly, I recomme~d"adopti6n~'of the crdinanc~~- <br />changing the voting place in PreCinct 25 from the DAC Center to <br />the Portsmouth Christian Church." <br /> <br /> Motion of Mr. Clemons and seconded by Mr. King, the <br />following ordinance was adopted and by the following vote: <br /> <br /> <br />
