<br />November 10. 2008 <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $2,000 FROM THE <br />VIRGINIA DEPARTMENT OF MENTAL HEALTH, MENTAL RETARDATION, AND <br />SUBSTANCE ABUSE SERVICES AND APPROPRIATING SAID SUM IN THE FY <br />2008-2009 BEHAVIORAL HEAL THCARE SERVICES FUND OPERATING BUDGET <br />TO HELP FUND SERVICES FOR CITY RESIDENTS FOUND NOT GUILTY BY <br />REASON OF INSANITY." <br /> <br />Ayes: Heretick, Moody, Psi mas, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />08 - 472 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />08 - 473 - Items Submitted by Council Members <br /> <br />'" Ms. Psimas congratulated Ms. Barbara Vincent-Hester on being the recipient of the <br />Business Alii Award for Hampton Roads. <br /> <br />'" Ms. Psimas asked for consensus from the City Council to have the City Manager <br />and City Assessor bring back a report regarding changing the City Code allowing the <br />tax exemption status on a piece of property to transfer with the sale of the property. <br /> <br />'" Mr. Whitehurst asked Superintendent Dr. David Stuckwisch to give a report on the <br />On Time Graduation Rate. <br /> <br />. Dr. Stuckwisch, Superintendent, gave City Council an explanation on the On Time <br />Graduation Rate and how the school system was looking to improve the rate. <br /> <br />08 - 474 - Report on Pending Items <br />. Updates on the Community Enforcement Unit (CEU) and Weed & Seed <br />Programs - Interim Police Chief Harry Fremd <br /> <br />08 - 475 - Non-Agenda Speakers <br /> <br />1. J. Brewer Moore, 308 Bobby Jones Drive, reminded City Council that in two weeks <br />the activation of Virginia's American War of 1812 Bicentennial Commission will take <br />place. <br /> <br />2. James Sweet, 36 E. Pollax Circle, wanted to know why there isn't more being done <br />for the homeless in Portsmouth. <br /> <br />3. Paul Epps, 3853 Flagship Way, updated City Council on meetings he has had with <br />members of City Management staff regarding building an addition to his home and <br />his frustrations with what he believes is a lack of a resolution. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to amend the agenda for <br />tonight's meeting by taking a brief recess and then conducting a continued public work <br />session and closed meeting in the Sixth Floor Conference Room, and was adopted by <br />the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Smith, Whitehurst, Holley <br />Nays: None <br />
