<br />November 10. 2008 <br /> <br />- Unfinished Business - <br /> <br />08 - 373 - Comprehensive plan application: <br /> <br />(b) CP-08-01 <br /> <br />PARK VIEW NEIGHBORHOOD - Request of the City of <br />Portsmouth, Virginia to amend the Destination 2025 <br />Comprehensive Plan concerning the potential for public use of <br />property generally bounded by Linden Avenue, Harrell Street, Elm <br />Ave, Scott's Creek and the Portsmouth Naval Hospital. The <br />proposed Comprehensive Plan Amendment recommends a change <br />from mixed residential development to preservationlopen <br />space/park. The site also includes an unimproved portion of <br />Webster Avenue at its northern terminus. Deferred from the <br />September 9, 2008 Council Meeting. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />1. John Johnson, 3901 Mariner Drive, spoke in opposition to this item and asked that <br />City Council defer taking action until the next City Council Meeting. <br /> <br />Motion by Mr. Moody, to defer item to the November 25, 2008 City Council <br />Meeting. Motion died due to the lack of a second. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Smith, to concur with the <br />recommendation of the Planning Commission that CP-08-01 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Psi mas, Smith, Whitehurst <br />Nays: Moody, Holley <br /> <br />- City Manager's Report - <br /> <br />08 - 471 - Adoption of an ordinance accepting $2,000 from the Virginia Department of <br />Mental Health, Mental Retardation and Substance Abuse Services and appropriating <br />said sum in the FY 2008 - 2009 Behavioral Healthcare Services (DBHS) Fund <br />Operating Budget to help fund services for City residents found "Not Guilty by Reason <br />of Insanity." Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Virginia Department of Mental Health, Mental Retardation and Substance <br />Abuse Services (DMHMRSAS) provides funds on an annual basis to all Community <br />Services Boards including BHS to serve persons found Not Guilty by Reason of Insanity <br />(NGRI) who have been discharged into the community from a state institution. This <br />funding is reimbursement for services provided by Behavioral Healthcare Services from <br />August 31, 2008 through September 17, 2008. <br /> <br />Discussion: <br />. The Discharge Assistance funds are utilized for the ongoing management of <br />acquittees in the community to ensure compliance with treatment and court ordered <br />activities. <br /> <br />Financial Impact: <br />. No local match funding is required. <br /> <br />Staff Recommendation: <br />. Adoption of an ordinance. Vision Principle: Thriving Neighborhoods and a Sense <br />of Community. <br /> <br />Next Steps Following Council Action: <br />. The Director of the Department of Behavioral Healthcare Services will ensure the <br />funds are utilized to provide services to NGRI acquittees. <br />
