<br />November 10, 2008 <br /> <br />327 <br /> <br />08 - 476 - The following items were discussed in Public Work Session: <br /> <br />1. Update on the Matrix Study - Kenneth Chandler, City Manager <br /> <br />2. Update on progress of Holiday Inn - Kenneth Chandler, City Manager <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to go into Closed Meeting <br />pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss the <br />purchase of real estate for a public purpose, as per subsection 3, and also for matters <br />requiring the advice of legal counsel, as per subsection 7. <br /> <br />The subjects of the meeting are: <br /> <br />a proposal for a new Circuit Court courthouse <br />legal issues related to voluntary retirement incentives <br />- a Governor's Opportunity Fund grant to APM Virginia, and related legal issues <br /> <br />The purpose of the meeting is to permit discussion of strategy and negotiating <br />position on these issues. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psimas, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Mr. Moody, and seconded by Mr. Smith, pursuant to Section 2.2- <br />3712(0) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open. meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2.
