November 10, 2008 327 08 - 476 - The following items were discussed in Public Work Session: 1. Update on the Matrix Study - Kenneth Chandler, City Manager 2. Update on progress of Holiday Inn - Kenneth Chandler, City Manager Motion by Mr. Moody, and seconded by Mr. Heretick, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss the purchase of real estate for a public purpose, as per subsection 3, and also for matters requiring the advice of legal counsel, as per subsection 7. The subjects of the meeting are: a proposal for a new Circuit Court courthouse legal issues related to voluntary retirement incentives - a Governor's Opportunity Fund grant to APM Virginia, and related legal issues The purpose of the meeting is to permit discussion of strategy and negotiating position on these issues. The motion was adopted by the following vote: Ayes: Heretick, Moody, Psimas, Smith, Whitehurst, Holley Nays: None Motion by Mr. Moody, and seconded by Mr. Smith, pursuant to Section 2.2- 3712(0) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open. meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by the following vote.
