<br />November 10. 2008 <br /> <br />At a Regular Meeting of the City Council on Monday, November 10, 2008, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Stephen E. Heretick, <br />Elizabeth M. Psimas, Douglas L. Smith, Charles B. Whitehurst, Sr., City Manager <br />Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Councilwoman Elizabeth M. Psi mas opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to approve the minutes of <br />a Called Meeting of October 27, 2008, of a Called Meeting of October 28, 2008, and of <br />a Regular Meeting of October 28, 2008, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />08 - 470 - Public hearing on street closure and rezoning applications: <br /> <br />(a) S-08-01 <br /> <br />WESTHAVEN NEIGHBORHOOD - Ordinance granting the request <br />of Marilyn Mackiewicz and J.R. Lilienthal, Sr. for the closure of the <br />portion of Bart Street bounded to the north by 917 Louisa Avenue <br />and to the south by 1001 Louisa Avenue. The Comprehensive <br />Plan's Generalized Future Land Use Map recommends low to <br />medium density single-family residential development for the area. <br />Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />1. Robert Barclay, 200 High Street, Suite 200, spoke in support of this item. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE CLOSING AND VACATING A PORTION OF BART STREET." <br /> <br />Ayes: Heretick, Moody, Psi mas, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />(b) Z-08-07 <br /> <br />DOWNTOWN - Monument Construction, LLC request the rezoning <br />of 610 Green Street and 700 County Street from Downtown <br />Residential (D-1-R) to Downtown Mixed Use (D-1-M) Conditional. <br />The Comprehensive Plan's Generalized Future Land Use Map <br />recommends mixed use downtown development. Vision Principle: <br />A Robust and Prospering Economy. <br /> <br />There were no speakers. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Heretick, to concur with the <br />recommendation of the Planning Commission that Z-08-07 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Smith, Whitehurst, Holley <br />Nays: None <br />
