A similar <br />increase is proposed for the customers we serve <br />in Suffolk. The rate for sewage maintenance is <br />proposed to increase from the current rate of 625 <br />per 100 cubic feet of water consumed to 68~. <br /> <br />Museum admission charges are recommended to be <br />raised from the current $1.00 to $1.50. This <br />should begin the process of having the Museums <br />operate on a greater self-sufficient basis. <br /> <br />An ordinance increasing the per diem rate paid for <br />vehicles impounded from $3.00 to $6.00 thereby <br />bringing our rate in line with our surrounding <br />cities. <br /> <br />The cost of grave openings is recommended to be <br />increased from s300 to $330 for graves over four <br />feet, with a corresponding increase for openings <br />under four feet in length. <br /> <br />Various fees associated with the rate schedule for <br />playing golf at the two City owned golf courses, <br />City Park and Portsmouth Sleepy Hole, are <br />recommended to increase. The basic fee for <br />playing will go up by Sl.00. <br /> <br />The General Assembly has reversed the sunset <br />provision on the s2.00 court costs we have been <br />able to charge in the Circuit Court and the <br />General District Court for courthouse maintenance. <br />It has now been made a permanent part of the State <br />Code and therefore, it is being recommended that <br />the ordinance be enacted as part of section 12-121 <br />of the City Code. <br /> <br />Four modifications to the Portsmouth Retirement <br />Systems are being recommended for adoption. The <br />first will permit the use of 1/2 of accumulated <br />sick leave of a retiring employee as credit <br />towards service. At the present time this is <br />permitted for only 1/3 of accumulated sick l~ave. <br />The second modification will allow a 5 year <br />vesting period instead of the current 10 years <br />that is required before employees are eligible for <br />benefits. This new vesting requirement will bring <br />our systems into line with the State Retirement <br />System. Currently, the Portsmouth Supplemental <br />System allows early retirement, up to 60 months, <br />for employees with a reduction in benefits for <br />each month they retire before being ~ully <br />eligible. A similar early retirement provision is <br />being recommended for the Fire and Police <br />Retirement System. The fourth modification will <br />change the mandatory retirement age from the <br />current 70 years of age to 62 years. This <br />provision will not take effect until July 1, 1992 <br />so as to give our current employees sufficient <br />planning time. <br /> <br /> <br />
