(m) <br /> <br />(n) <br /> <br /> May 7, 1991 <br /> <br />An ordinance formalizing the 1/2 day holiday for <br />Christmas Eve as has been ~ the tradition in the <br />City, as ~wetl as establishing :the Friday after <br />Thanksgiving as a holiday for. our employees is <br />recommended. <br /> <br />A draft of the~revised Classification and Pay Plan <br />is also submitted. While I am not recommending a <br />general wage increase this year, I am recommending <br />that the anniversary step for those employees who <br />are ~ligible -continue ifor ~he new fiscal year. <br />Portions of this draft will need to be completed <br />prior:to its adoption. : <br /> <br /> The ordinances listed in (a) through (c) above require <br />your consideration On first reading. The additional companion <br />ordinances ((d) through (n)) are hereby submitted for your <br />review, and only for information purposes at this time, in <br />order to provide you with the overall actions that will be <br />necessary to implement the budget as recommended. I recommend <br />that all of the ordinances be approved at the time of final <br />adoption, (scheduled for MaY 14, 1991) of the Annual Operating <br />Budget for the fiscal~year beginning July 1, 1991." <br /> <br />The following persons spoke concerning the budget: <br /> <br /> Rosa Williams, Endependence Center, expressed appreciation <br />for the City's support. <br /> <br /> Scott Morgan, 316 Court'Street, spoke regarding a <br />contribution to the Virginia Symphony. <br /> <br /> S. J. Oliver, III, 116 Riverside Drive, expressed concern <br />over apparent cut in the Economic Development Department and <br />the amount of money City is preparing to spend on school <br />system. <br /> <br /> a) Motion Of Mr. Epperson and seconded by Mr. King, the <br />following ordinance was approved on first reading and by <br />unanimous vote: <br /> <br />,'AN ORDINANCE TO APPROPRIATE FUNDS NECESSARY FOR OPERATION <br />OF THE CITY GOVERNMENT FOR AND DURING THE FISCAL YEAR <br />BEGINNING JULY 1, 1991 AND ENDING JUNE 30, 1992." <br /> <br /> b) Motion of Mr. Kin9 and seconded by Mr, Hawks, the <br />following ordinance was approved on first reading and by <br />unanimous vote: <br /> <br />"AN ORDINANCE TO AMEND AND RE-ENACT ORDINANCE NO. 1985-39, <br />AS AMENDED AND RE-ENACTED BY ORDINANCES NO. 1986-44, <br />1987-37, 1988-38, 1989-33 AND 1990-30, IMPOSING AND <br />LEVYING TAXES FOR EACH FISCAL YEAR BEGINNING JULY 1ST AND <br />ENDING JUNE 30TH, UNLESS OTHERWISE CHANGED BY COUNCIL, ON <br />REAL ESTATE, TANGIBLE PERSONAL PROPERTY, PRIVATELY OWNED <br />PLEASURE BOATS AND MACHINERY AND TOOLS WITHIN THE CITY OF <br />PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF RAISING REVENUE <br />FOR THE SUPPORT OF GOVERNMENTAL OPERATIONS AND THE PUBLIC <br />FREE SCHOOLS AND TO PAY PRINCIPAL AND INTEREST ON THE <br />PUBLIC DEBT." <br /> <br /> <br />
