M. Williams
Avenue.

"Earlier this year, you requested renaming a street to
honor Corporal J. M. Williams, a Portsmouth resident killed
during the'Persian Gulf War. In response to this request, the
Planning Commission has recommended, by a 5-0 vote, renaming
portions of City Park Avenue and Park Manor Road-. The proposed
renamed street is shown on the attached map. You will note
from the map that only~he portions of City Park Avenue and
Park Manor Road located within City Park and Olive Branch
Cemetery are to be renamed. Because the streets are surrounded
by City property, citizens and businesses will not be required
to change their street addresses.

I, therefore, recommend your concurrence wi~h the Planning
Commission's recommendation and adoption of the attached
ordinance."

Motion of Mrs. Lucas and seconded by Mr. King, the
following ordinance was adopted on first and final reading,
by the following vote:

and

"AN ORDINANCE CHANGING THE NAME OF PORTIONS OF CITY PARK
AVENUE AND PARK MANOR ROAD WITHIN CITY PARK TO CORPORAL
J.M. State law requires that in order
for you to considerta use permit or other zoning matter, the
notice of such a meeting must be published in the newspaper in
two separate weeks with each publication at least six days
apart.

Staff placed~a~~ order with the Virginian-Pilot to have the
first of these required notices appear on Sunday, May 26, 1991
and the second and final such notice on Sunday, June 2, 1991.
When the City Clerk's Office discovered that the newspaper had
failed to publish the notice om M:ay 26th, the newspaper was
contacted and the newspaper's explanation was that a computer
error on their part failed to produce our notice, as 'well ~
as several others.
