June 11, 1991 Motion of Mr. Hawks and seconded by Mr. Epperson, ordinance creating a one-way traffic system in the alle] Chautauqua Avenue to Douglas Avenue and from Bayview Bo~ Adriatic Street, was denied and by the following vote: Ayes: Clemons, Corprew, Epperson, King, Hawks, Lucas, W~ Nays: None - REPORTS FROM THE CITY MANAGER - 91-210 - Letter from the City Manager recommendin( of an ordinance amending Chapter 38 of the Code of the Portsmouth, Virginia, 1988, Dy amending Sections 38-57 (a) thereof, pertaining to water, sewers and sewage dis "The Director of Public Utilities has requested th sections of the present City Code be amended. The firs~ would make the language in Section 38-57 consistent wit~ Sections 38-39, 38-50 and 38-51 in defining the City's responsibility for damage due to discolored water where is not a factor.
