June 25, 1991 - REPORTS FROM THE CITY MANAGER 91-2~22 Letter from the City Manager recommending the following ordinance and resolution pertaining to the Avenue -iVirginia Avenue connector in Port Norfolk: "In December of 1990 the Virginia Transportation Bc to the terms and conditions negotiated with the City for completion of the Western Freeway and its ultimate conne the Midtown Tunnel. As part of this agreement the State certain improvements to the Port Norfolk area to facilil flow of tiraffic. The ~purpose of the proposed Council action is to a! agreement with the Virginia Department of Hiahwavs which allow us ~to complete the design and construction of impr to Vlrgln~la Avenue. The Department of Transportation wi reimburse~ us for 100% of the costs incurred. This proje will relocate Virginia Avenue between Woodrow Street and Street wiill provide for better access for truck traffic from the ~Portsmouth Marine Terminal. The Director of Public Works recommends approval o] agreement: and appropriation of $50,000 to complete the design ~o~k. I concur, and therefore, recommend approva City-Stst~ agreement for construction of the Lee Avenue- Avenue Connector and appropriation of $50,000 for design (a) Motion of Mr. Epperson and seconded by Mr. Haw following, ordinance was approved on first reading, and unanlmousl vote: "AN DRDINANCE TO APPROPRIATE $50,000.00 FROM THE CA] IMPROVEMENTS FUND FOR DESIGN WORK FOR THE LEE AVENUE AVENUE CONNECTOR." (b) Motion of Mr. Clemons and seconded by Mr. Eppe following resolution was adopted on first and final read~ by the following vote: "A RESOLUTION ENDORSING THE VIRGINIA TRANSPORTATION PLAN FOR ~HE LEE AVENUE - VIRGINIA AVENUE CONNECTOR AND REIMBURSEMENT BY THE VIRGINIA DEPARTMENT OF TRANSPORT~TI CITY'S EXPENDITURES FOR SAME.
