June 25, 1991 <br /> <br /> 91-218 Presentations: <br /> <br /> Mayor Webb presented a resolution to Tyrone Hines honoring <br />his achievements in the.area of volunteerism. <br /> <br /> Mayor Webb presented gifts and recognized the Portsmouth <br />senior citizens who qualified for the National Senior Citizens <br />Sports Classic to be held in Syracuse, New York. <br /> <br /> Mayor Webb recognized Mr. Dennis Kerns of the Government <br />Finance Officers Association, who presented the Distinguished <br />Budget Presentation Award to Jon Peter Teig, Director of <br />Finance. <br /> <br />91-219 Non-agenda Speakers <br /> <br /> (A) Jesse H. Overton, Jr., 82 Ericsson Street, <br />representing the St. Julien's Citizens Committees, spoke on the <br />Virginia Beverage Container Recycling Act, and asked for the <br />support of this legislation by Council, as well as inclusion in <br />the City's legislative package to t~e General Assembly <br />Delegates. <br /> <br /> (B) The following citizens spoke on the Bingo and Raffle <br />Accounting Guide: <br /> <br /> Thomas G. Russell, 333 Maryland Avenue, representing <br />Temple Sinai. <br /> <br /> Irene H~ Lavin, 108 Hardy Place, representing Gomley <br />Chesed Synagogue. <br /> <br /> Alice Malcolm, 3211 Winchester Drive, representing <br />the Knights of Pythias Bingo Committee. <br /> <br /> Alfred Schlusberg, 4275 Taylor Road, Chesapeake, <br />representing Gomley Chesed Synagogue. <br /> <br /> James T. Martin, 500 Crawford <br />BMW Baseball, Olive Branch Little <br />Little League. <br /> <br />Street, representing <br />League, and Cradock <br /> <br /> Council requested that the City Manager's staff and the <br />City Attorney's Office work with the Commissioner of Revenue to <br />schedule a meeting to work out the problems expressed by the <br />above with the Bingo and Raffle Accounting Guide. <br /> <br />- PUBLIC HEARING <br /> <br />91-220 Public Hearing on a use permit application: <br /> <br />UP-91-9 <br /> <br />CAVALIER MANOR NEIGHBORHOOD Use permit <br />application of William and Antoinette <br />Hundley, owners, by Susie M. Anthony, <br />contract purchaser, for a child day care <br />services facility at 1220 Cavalier <br />Boulevard. <br /> <br /> Mayor Webb called Susie Anthony forward to answer <br />questions from Council. <br /> <br /> Motion of Mr. Clemons and seconded by Mr. King, to concur <br />with the recommendation of the Planning Commission that UP-91-9 <br />be approved on first reading and was adopted by a 6-1 (Webb) <br />vote. <br /> <br /> <br />
