June 25, 1991 <br /> <br /> Motion of Mr. Epperson and seconded by Mr. Clemons, the <br />following resolution was adopted on first and final read.ng, and <br />by the following vote: <br /> <br /> "A <br />PAYMENT <br />OF CITY <br /> <br />RESOLUTION ADOPTING THE SECOND COMPONENT OF TRE <br />RLAN ENABLING A FLEXIBLE SPENDING ACCOUNT FOR TH <br />E~PLOYEES. <br /> <br /> WHEREA~, the City of <br />personnel wno are and will <br />City an~ its citizens; and <br /> <br />Portsmouth, Virginia, has in i <br />be rendering valuable service <br /> <br />WHER~AS, the Internal Revenue Code (Title 26) of th <br />States Df America provides for the establishment of a F1 <br />Benefit P:lan under Section 125 thereof, which will allow <br />to deduct~ health insurance premiums, medical expenses, a <br />dependenti care expenses before Federal, State, and Socia <br />taxes a~el withheld; and ~ <br /> <br /> WHEREAS, the City and its citizens will receive ben <br />under thi~ plan by being more able to attract and retain <br />personn~li in its employ; and <br /> <br /> WHEREAS, the City Council is of the opinion that it <br />best interest of the City of Portsmouth, its employees, <br />citizens toadopt a plan which meets the requirements of <br />125 of th% Internal Revenue Code for employees to par~ic <br />therein. <br /> <br /> NOW,.
