June 25, 1991 <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Hawks, the <br />following resolution was adopted on first and final reading, and <br />by the following vote: <br /> <br /> "A RESOLUTION SUPPORTING THE APPLICATION OF THE CITY OF <br />PORTSMOUTH FOR AWARD OF A GRANT UNDER THE 'AMERICA THE BEAUTIFUL <br />URBAN AND COMMUNITY BEAUTIFICATION PROGRAM OF THE VIRGINIA <br />DEPARTMENTOF FORESTRY. <br /> <br /> WHEREAS, the Virginia Department of Forestry currently <br />administers the America the Beautiful Urban and Community Grant <br />Program, which provides funding for tree installation in urban <br />settings and accompanying educational programs; and <br /> <br /> WHEREAS, the City's ~epartment of Engineering has filed an <br />application fora grant under said Program; and <br /> <br /> WHEREAS, the City of Portsmouth has determined that the <br />site of the new Churchland High School will provide an excellent <br />opportunity to continue its tree appreciation program and to <br />establish a fundamental training program in the selection and <br />care of trees for the students and faculty of that facility; and <br /> <br /> WHEREAS, in addition, all of the citizens of the Cit~ will <br />share in the environmental, educational, and beautification <br />benefits of this Program upon award of a Program grant. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Portsmouth, Virginia, hereby endorses the purposes of <br />the America the Beautiful Urban and Community Grant Program by <br />supporting the application for funding submitted on behalf of <br />the City of Portsmouth, and agrees to undertake the fulfillment <br />of all of the Grant's requirements should the City receive such <br />award. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she <br />hereby is, directed to forward a copy of this Resolution to the <br />Virginia Department of Forestry for inclusion as part of the <br />City's Grant Proposal Application under the Program." <br /> <br />Ayes: Clemons, Corprew, Epperson, King, Hawks, Lucas, Webb <br />Nays: None <br /> <br /> 91-226 Letter from the City Manaqer recommending adoption <br />of a resolution authorizing the implementation of the Flexible <br />Spending Plan for City employees by allowing the City to deduct <br />health insurance premiums, medical expenses, and dependent care <br />expenses before Federal, State and Social Security taxes are <br />applied. <br /> <br /> "An Employee Benefits Committee formed Under my direction <br />has suggested the implementation of a Flcxibte Spending Plan for <br />payment of medical and dependent care expenses. This plan will <br />allow such expenses to be paid for with pre-tax dollars and <br />essentially expand the Health Care Premium Plan adopted by City <br />Council in January of 1987. Both plans are permissible under <br />Section 125 of the Internal Revenue Code. <br /> <br /> with your approval, Flexible Benefit~Administrators, Inc., <br />would be retained to administer the plan. Since May of 1991 <br />this company has conducted over 30 meetings with City employees <br />to ascertain their acceptances, of the Plan.~ £To date, City <br />employees have set aside over $300,000 for payment of medical <br />and dependent care expenses. The fees for administering the <br />program will be funded from the savings generated from the <br />City's decreased contribution to Social Security. <br /> <br /> I, therefore, recommend adoption of a resolution <br />authorizing the implementation of the Flexible Spending Plan as <br />included in the attached summary plan document." <br /> <br /> <br />
