Jun~ 35, 199t~ <br /> <br /> I, therefore, recommend the transfer of $149,039 from the <br />Grants Contingency Account to cover expenses associated with the <br />continuation of the Police Department's Drug Saturation Patrol <br />program." <br /> <br /> Motion of Mr. King and seconded by Mrs. Lucas to transfer <br />$149,039 from the Grants Contingency Account for 'continuation of <br />the special drug enforcement programs during the next fiscal <br />year, and was adopted by unanimous vote. <br /> <br /> 91-228 Letter from the City Manage~ recommending adoption <br />of a motion to transfer $34,289 from the Grants Contingency <br />Account for the hiring of a Clinical Therapist for the Drug <br />Abuse Treatment for Adult Drug Offenders pro. gram in t~ City <br />Jail. <br /> <br /> "The Community Services Board has received a ~grant from <br />the Department of Criminal Justice Services for $25,717 in DCJS <br />block funds under the Drug Abuse Treatment for Adul~ D~ug <br />Offenders program. The Board will use the funds to hire a <br />Clinical Therapist to expand its successful substance ~abuse <br />program in the city jail. The grant requires a match of $8,572 <br />which is already appropriated in the Community Services Board <br />budget. <br /> <br /> With this grant, the Board will be able to expand the <br />program from 8 hours a week to a full-time operation, including <br />substance abuse education programming for the entire jail <br />population and initiation of a second level of treatment beyond <br />the current four week curriculum for those inmates with more <br />serious problems. The grant period is from July 1, 1R91 through <br />June 30, 1992, with renewal possible for up to three additional <br />years. ~ <br /> <br /> I, therefore~ recommend the transfer of $34,289 from the <br />Grants Contingency Account for exuansion of the substance abuse <br />program in the jail." <br /> <br /> Motion of Mr. King and seconded by Mrs. Lucas to transfer <br />$34,289 ~rom the Grants Contingency Account for expansion of the <br />Drug Abuse Treatment for Adult Drug Offenders program in the <br />City Jail, and was adopted by unanimous vote. <br /> <br />- NEW BUSINESS <br /> <br /> 91-230 Mr. Hawks asked the City Manager to investigate <br />complaints regarding the condition of the ball fields and the <br />lack of access to restrooms at the Churchtand Park facility. <br /> <br /> 91-231 Motion of Mr. Epperson and seconded by Mr. Clemons <br />to have the City Manager and staff investigate and review the <br />information presented by Jesse Overton concerning the Virginia <br />Beverage Container Recycling Act~ and report back to City <br />Council at a future work session, and to have Mr. Overton <br />present at the work session, and was adopted by unanimous vote. <br /> <br /> 91-232 Mr. King requested that the City Manager <br />investigate the possibility of waiving the parade permit fees <br />for the various communities participating in the National Night <br />Out activities in August. <br /> <br />On motion <br /> <br />meeting was adjourned at 8:33 p.m. <br /> <br /> Clerk <br /> <br /> <br />
