Funding is being provided to: <br />o Conduct prescreening/evaluation; explore treatment options for restrictive <br />services; and conduct Mandatory Outpatient Treatment for commitment hearings; <br />o Provide crisis stabilization services for short-term crisis counseling/intervention <br />for individuals admitted to the hospital or the Recovery Center under the Health <br />Planning Region (HPR-V) Reinvestment Project; and <br />o Provide psychiatric and nurse consultation. <br /> <br />Financial Impact: <br />. No local match funding is required. <br /> <br />Staff Recommends: <br />Adoption of a resolution. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps Following Council Action: <br />. If the requested appropriation is approved, the Director of Behavioral Healthcare <br />Services will ensure that Mental Health Law Reform funding will provide evaluation and <br />treatment planning for Mandatory Outpatient Treatment and crisis stabilization for <br />Emergency Services. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING $216,575 RECEIVED IN DEPARTMENT OF <br />MENTAL HEALTH, MENTAL RETARDATION. AND SUBSTANCE ABUSE <br />SERVICES (VDMHMRSAS) STATE MENTAL HEALTH LAW REFORM FUNDS IN <br />THE FY 2008-2009 BEHAVIORAL HEAL THCARE SERVICES FUND FOR USE BY <br />THE DEPARTMENT OF BEHAVIORAL HEAL THCARE SERVICES FOR THE <br />MANDATORY OUTPATIENT AND EMERGENCY SERVICES PROGRAMS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 409 - Adoption of an ordinance appropriating revenues received from special <br />assessments of New Port residents and authorizing expenditures in the amount of <br />$840,006 in the New Port CDA fund to repay bonds for infrastructure improvements. <br />Vision Principle: A Robust and Prospering Economy. <br /> <br />Background: <br />. New Port is a planned residential community. Various infrastructure <br />improvements are funded by bonds issued by the New Port Community Development <br />Authority (CDA). The bonds will be repaid by special assessments against properties <br />within the CDA, at no cost to the City. <br />. On August 23, 2005, the City Council adopted an ordinance creating the New <br />Port Community Development Authority ("CDA") and establishing the New Port <br />Community Development Authority District ("CDA District") in the "Victory" area of the <br />City. <br />. On February 14, 2006, the City Council adopted an ordinance establishing a <br />special assessment for the New Port CDA. <br /> <br />Discussion: <br />. Although the City is not financially responsible for repayment of these bonds, the <br />City agreed to bill, collect, and remit the special assessment revenue to the CDA. <br />. The appropriation is a legal requirement in order for the City to remit the revenue <br />generated by the CDA assessments to the New Port CDA. In the future, this budgetary <br />matter will become part of the normal budget cycle and, as such, a supplemental <br />appropriation will not be necessary. <br />
