<br />September 23. 2008 <br /> <br />Background: <br />. The Department of Behavioral Healthcare Services has developed a plan to use <br />$70,000.00 in collaboration with members of Portsmouth Family Assessment Planning <br />Team (FAPT) and Court Services Unit (CSU) to hire a child/adolescent clinical therapist <br />to provide services to the CSU. These funds are being provided by the DMHMRSAS. <br /> <br />Discussion: <br />. Funding is being provided to: <br />o Assist the CSU with the transition of juveniles from correctional facilities to <br />Portsmouth with discharge planning and family intervention services to ensure linkages <br />to needed supports are available upon discharge; <br />o Provide individual, family and intensive in-home services as needed to select <br />children referred either through FAPT or in the discharge planning for transition home; <br />o Provide parental psycho-education and support groups; and <br />o Provide anger management, substance abuse and personal support groups. <br /> <br />Financial Impact: <br />. There is no local match funding required. <br /> <br />Staff Recommends: <br />Adoption of ordinance. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps Following Council Action: <br />. If the requested appropriation is approved, the Director of Behavioral Healthcare <br />Services will ensure that Mental Health Child and Adolescent Services funding will <br />provide clinical services to the CSU. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING $70,000 RECEIVED IN VIRGINIA DEPARTMENT <br />OF MENTAL HEALTH, MENTAL RETARDATION, AND SUBSTANCE ABUSE <br />SERVICES (DMHMRSAS) STATE MENTAL HEALTH CHILD AND ADOLESCENT <br />SERVICES FUNDS AND APPROPRIATING SAID AMOUNT IN THE FY 2008-2009 <br />BEHAVIORAL HEAL THCARE SERVICES FUND FOR USE BY THE DEPARTMENT <br />OF BEHAVIORAL HEAL THCARE SERVICES TO PROVIDE SERVICES TO THE <br />COURT SERVICES UNIT." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 408 - Adoption of an ordinance appropriating $216,575 received in Department of <br />Mental Health, Mental Retardation and Substance Abuse Services (DMHMRSAS) State <br />Mental Health Law Reform Funds and appropriating said amount in the FY 2008-2009 <br />Behavioral Healthcare Services Fund for use by the Department of Behavioral <br />Healthcare Services to provide evaluation and treatment planning for mandatory <br />outpatient treatment and crisis stabilization for Emergency Services.
