City will bill, collect, and remit the special assessment revenue to the CDA. <br />. This budgetary matter will become a part of the normal budget cycle. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING $840,006.20 TO OR FOR THE BENEFIT OF THE <br />NEW PORT COMMUNITY DEVELOPMENT AUTHORITY FOR FY 2008-2009." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 410 - Adoption of a resolution endorsing the Sailboat as a City of Portsmouth Icon. <br />Vision Principle: World Class Maritime Center. <br /> <br />Background: <br />. 2004: Local business owners and citizens worked collectively with a local artist to <br />create a prototype of a sailboat. Subsequently, the sailboat prototype and the <br />production molds, which were subsequently manufactured. They were created so that <br />many artistically decorated sailboats could be produced, marketed and sold by a private <br />company as art--potentially as art that could be displayed in the public realm. <br />. 2005: The Partnership took on all efforts to promote the Sailboat. Portsmouth <br />Partnership donated one of the prototypes to Mayor Holley. This piece of art is now on <br />display in the lobby of City Hall. <br />. 2008: Community and City worked together to incorporate the Sailboat as a <br />recognized City of Portsmouth Icon. <br /> <br />Discussion: <br />. The particular sailboat design presented by members of the Portsmouth <br />Partnership and Vincent Hester Galleries, which includes a unique sail design, <br />represents our nautical history, much like the official City logo. Our waterfront offers a <br />diverse, unique mixture of recreational boating, marinas, tours, and maritime support <br />industries. The sailboat design further symbolizes our activity centers and <br />neighborhoods and ties directly into City Council's Vision of Portsmouth becoming a <br />World Class Maritime Center. <br />. City Council is requested to endorse the Sailboat design as a City of Portsmouth <br />Icon. As such, the Sailboat (i.e., a sail design with a boat hull) will become an officially <br />recognized variation on the sail-only logo, which is currently associated with <br />Portsmouth's official branding scheme. <br /> <br />Financial Impact: <br />. There is no anticipated financial impact to the City. Subsequent efforts by the <br />Portsmouth Partnership and Vincent Hester galleries to create additional sailboats <br />represent a private endeavor for which there is no local match or obligation for funding <br />from the City associated with their efforts. <br /> <br />Staff Recommendation: Adoption of resolution. <br />Maritime Center. <br /> <br />Vision Principle: World Class <br />
